Critically examining narratives of participation in governance and development, this volume adds Caribbean voices and experiences to the global discourse on youth participation. The essays provide empirical case studies of institutions, practices and processes of youth engagement in the politics of Caribbean development, orienting the reader to the political culture of the Caribbean and the position of youth within small societies. Covering experiences at intergovernmental, national and local levels, as well as formal and informal modes of participation, it examines how young people have organised themselves or have been organised to engage with the state and with community agents in politics, public policy and activism. It illustrates the heterogeneity of youth political participation, employing multi- disciplinary, multi- level and mixed- method analyses from the fields of demography, political science, social policy, development studies and youth development. Critical themes addressed include regional governance, democratic representation, online engagement, local governance and community development. In exploring these themes, the book discusses the legitimacy and inclusiveness of governance in relation to age, gender, race, geography and socio-economic status. The findings will be useful to students, researchers and policymakers alike who are keen to improve governance and contribute to inclusive sustainable development in the Caribbean.

Youth Work in the Commonwealth: A Growth Profession establishes a baseline to inform the planning and implementation of initiatives to professionalise youth work in Commonwealth member countries. The study was conducted in 35 countries in the Africa, Asia, the Caribbean/Americas, Europe and Pacific regions. It catalogues the extent to which the youth work profession is formally recognised in these countries and examines the qualities and rights-based ethos of the various forms of youth work promoted and practised in the Commonwealth. The report aims to help countries learn from good practices, and assess gaps in establishing youth work as a recognised profession in diverse contexts.

The importance of the youth vote to any democracy is central to this cross-cultural analysis of the unique role of elections—and the dangers of abstention—in a democratic society. Comparative data from the parliamentary elections of 15 European democracies illustrate the scope of the problem of low youth turnout, and analyses of the reasons for such negligible participation are presented. Specially commissioned interviews conducted in several countries worldwide bring the opinions and views of young people themselves into the study. Additionally, descriptions of specific programmes for increasing youth participation enacted in Chile, Russia, South Africa, and the United States and included, as are proposals for a variety of activities that governmental and nongovernmental organizations can use to draw young citizens into the electoral arena.

Youth at Risk in Latin America provides evidence-based guidance to policymakers that will help increase the effectiveness of their youth investment program. Youth and the Cuban Revolution: Youth Culture and Politics in 1960s Cuba is a new history of the first decade of the Cuban Revolution, exploring how youth came to play such an important role in the 1960s on this Caribbean island. Certainly, youth culture and politics worldwide were in the ascendant in that decade, but in this pioneering and thought-provoking work Anne Luke explains how the unique circumstances of the newly developing socialist revolution in Cuba created an ethos of youth which becomes one of the factors that explains how and why the Cuban Revolution survives to this day. By examining how youth was constructed and constituted within revolutionary discourse, policy, and the lived experience of young Cubans in the 1960s, Luke examines the conflicted (but ultimately successful) development of a revolutionary youth culture. She explores the fault lines along which the notion of youth was created—between the internal and the external, between discourse and the everyday, between politics and culture. Luke looks at how in the first decade of the Cuban Revolution a young leadership—Fidel, Raúl and Che—were complemented by a group of new protagonists from Cuba’s young generation. These could be literacy teachers, party members, militia members, teachers, singers, poets… all aiming to define and shape the Cuban Revolution. Together young Cubans took part in defining what it meant to be young, socialist and Cuban in this effervescent decade. The picture that emerges is one in which neither youth politics nor youth culture can alone help to explain the first decade of the Revolution; rather through the sometimes conflicted intersection of both there emerged a generation constantly to be renewed—a youth in Revolution.

Young people’s participation is an urgent policy and practice concern across countries and context. This book showcases original research evidence and analysis to consider how, under what conditions and for what purposes young people participate in different parts of Europe. Focusing on the interplay between the concepts of youth, inequality and participation, this book explores how structural changes, including economic austerity, neoliberal policies and new patterns of migration, affect the conditions of young people’s participation and its aims.
