The development of European policies on air pollution prevention is currently in an intensive phase. The European Commission Clean Air for Europe (CAFE) programme is preparing an air pollution strategy and the Convention on Long-range Air Pollution may start a review of the Gothenburg Protocol during 2005. On the 25th-27th of October 2004 a workshop on review and assessment of the scientific basis and tools employed in this policy work was held to provide guidance to the policy development. Future needs of scientific support in a longer perspective were also discussed. A large part of the workshop was focussed on the role of airborne particles. Human health effects caused by exposure to airborne particles have received increasing attention in recent years and concerns of health effects are today the main driving force for air pollution prevention and research. In addition to this, new concepts for describing effects of acidification and ozone are being introduced, providing more accurate and relevant descriptions of ecosystem effects to changes in air pollution levels. The needs for considering air pollution on a hemispheric scale were also highlighted. This workshop was organised by the ASTA programme, the Swedish research programme on air pollution, in co-operation with the Nordic Council of Ministers, the EU CAFE programme and CLRTAP.

This book presents revised guideline values for the four most common air pollutants - particulate matter, ozone, nitrogen dioxide and sulfur dioxide - based on a recent review of the accumulated scientific evidence. The rationale for selection of each guideline value is supported by a synthesis of information emerging from research on the health effects of each pollutant. Finally, the special case of indoor air pollution is explored. Prepared by a large team of renowned international experts who considered conditions in various parts of the globe, these guidelines are applicable throughout the world. The main objective of these updated global guidelines is to offer health-based air quality guideline levels, expressed as long-term or short-term concentrations for six key air pollutants: PM2.5, PM10, ozone, nitrogen dioxide, sulfur dioxide and carbon monoxide. In addition, the guidelines provide interim targets to guide reduction efforts of these pollutants, as well as good practice statements for the management of certain types of PM (i.e., black carbon/elemental carbon, ultrafine particles, particles originating from sand and duststorms). These guidelines are not legally binding standards; however, they provide WHO Member States with an evidence-informed tool, which they can use to inform legislation and policy. Ultimately, the goal of these guidelines is to help reduce levels of air pollutants in order to decrease the enormous health burden resulting from the exposure to air pollution worldwide.

Voluntary environmental agreements (VEAs) – generally agreements between government and business – have been regarded by many as a key new instrument for meeting environmental objectives in a flexible manner. Their performance to date has, however, also led to considerable criticism, with several parties arguing that they are methods for avoiding real action that goes beyond "business-as-usual". Is either of these positions justified? The aim of this book is to highlight and learn the lessons from existing experience, looking not just at results but also at specific elements of agreements and also at the process of the agreement itself. Lessons are drawn from experience from across the world, covering the full range of environmental challenges, and from the perspective of key stakeholder groups. Importantly, the book also presents tools for assessing and improving existing agreements and includes recommendations and guidelines for future agreements in key areas such as climate change. It also deals at length with the problem of how such agreements might be used in developing and transitional economies. The overall view of the book is that there is a real potential for the future use of VEAs as part of the policy mix and as a tool for sharing the responsibility for meeting environmental objectives. For the agreements to play this role, however, significant steps are needed to ensure that they are effective, efficient, equitable and appropriately linked to a portfolio of other instruments. The book is divided into four sections. First, existing agreements, their development and efficacy are considered; second, the prospects for voluntary agreements in developing and transitional economies are discussed; third, a range of authors examine the role of VEAs as part of the policy mix to combat climate change; and, finally, the book concludes with an examination of how new tools for evaluating and improving VEAs could be utilized in the future. Voluntary Environmental Agreements will be of interest not only to academics, governments and businesses wishing to understand this specific instrument, but also to those already implementing or considering applying VEAs to meet their environmental objectives.

This is the third state and outlook report on the European environment produced by the European Environment Agency (EEA) since 1994. The last report, published in 1999 concluded that, despite 25 years of Community environmental policy, environmental quality in the European Union (EU) was mixed and that the unsustainable development of some key economic sectors was the major barrier to further improvements. That remains the EEA's key conclusion, despite significant progress on some issues demonstrating that environmental policy works. The next report is due in 2010, and the EEA intends to have played its part in reversing unsustainable trends in sectors such as energy, agriculture and transport. This report is in four parts: (A) an integrated assessment of the atmospheric, aquatic and terrestrial environment; (B) a core set of indicators, including pollution, biodiversity, climate change, agriculture, energy, fisheries and transport; (C) country analysis; and (D) a bibliography of EEA publications since 2000.
