Some is produced in plants with too low a volume, or too isolated, to pay the cost of collecting and transporting the wood to fiber indus tries. Nevertheless, the survey shows that most of the unused wood is concentrated in four sections of northern California and is strategically located to encourage development of new residue using industries. They could create new jobs and income without requiring an increased drain on the state's timber resources.
