Tourism has increasingly become a vital element in the economic development of the Indian Ocean region. Micro, small, and medium-sized enterprises (MSMEs) play a significant role in economic development in Pacific island countries and offer pathways to women’s leadership and economic empowerment. This report explores the state of knowledge on women’s economic empowerment in the region, focusing on women’s entrepreneurship and MSMEs owned by women. Drawing on over 200 published papers and studies and 11 quantitative datasets, it analyzes drivers of—and barriers to—women’s economic empowerment. It looks at business ownership, formalization, and expansion; violence against women and girls; and the effects of the COVID-19 pandemic. As humanity enters the Anthropocene epoch the oceans are more at risk than ever before as a result of the increased exploitation of its resources. The Indian Ocean is the third largest ocean in the world comprising 20% of the water on the Earth's surface. The sea lanes in the Indian Ocean are among the busiest in the world with more than 80 percent of global seaborne trade in oil transiting through the Indian Ocean and its vital chokepoints and an estimated 40% of the world's offshore oil production comes from the Indian Ocean. The importance of this region cannot be underestimated and there is no doubt that there are many opportunities for economic growth and job creation presented by the waters washing the shores of the Indian Ocean Rim. In order to ensure a desirable future for humanity it is necessary to make use of the ocean’s resources in a sustainable and responsible manner. Climate change is affecting the Indian Ocean negatively, placing a strain on the ability to ensure food security and damaging the economies of small island states that depend on fisheries and aquaculture for their livelihoods. Increasing ocean temperatures and ocean acidification are taking a toll on ecosystems. This book is the first of its kind, providing fresh insights into the various aspects and impacts of the Blue Economy in the Indian Ocean Region: from shifting paradigms, to an accounting framework, gender dynamics, the law of the sea and renewable energy, this handbook aims at increasing awareness of the Blue Economy in the Indian Ocean Region and to provide evidence to policy-makers in the region to make informed decisions. The extent of empowerment of women in a nation is largely determined by three factors - economic, social, and political identity. India's Tenth Five Year Plan (2002-07) called for a three-pronged strategy of social empowerment, economic empowerment, and providing gender justice to create a positive environment of economic, and social policies for women, and eliminating all forms of discrimination against them. The government of India has initiated various schemes spread across a broad spectrum, such as women's need for shelter, security, safety, legal aid, justice, information, maternal health, food, nutrition etc., as well as their need for economic sustenance through skill development, education, and access to credit and marketing. In order to address the phenomenon of domestic violence, which is widely prevalent but remains largely invisible in the public domain, the Protection from Domestic Violence Act, 2006 was enacted by the Indian Parliament. This collection of 35 papers examines various areas of interest including socio-economic status, women entrepreneurship, women in politics, role of information and communication technology in empowering women, and domestic violence.
