The WHO Evaluation Office presents a comprehensive evaluation of the organization’s normative function at the country level. The evaluation sheds light on the impact and effectiveness of WHO's normative products within individual countries and offers valuable insights and recommendations. WHO's normative function is at the core of its mandate and constitution. To ensure its relevance and effectiveness, periodic assessments are crucial. Building upon a previous global evaluation conducted in 2017, this evaluation aims to understand and strengthen WHO's normative role at the country level. It aligns with WHO's commitment to prioritize countries in its work.

The UHC Partnership (UHC-P) is a collaborative agreement between WHO, several donors (namely: the EU, the Grand Duchy of Luxembourg, Irish Aid, the Government of Japan, the French Ministry for Europe and Foreign Affairs, Germany, Canada, Belgium and the UK Department for International Development) and a number of partner countries (currently, 125 partner countries across all six WHO regions) to support policy dialogue on national health policies, strategies, and plans (NHPSPs) and UHC -and it is part of the WHO Special Programme on Primary Health Care (SP-PHC). Its overall objective being to improve health sector results in concerned countries, it aims at building country capacities (and strengthening country processes) for the development, negotiation, implementation, monitoring and evaluation of robust and comprehensive NHPSPs with a view on promoting UHC; health in all policies; and people-centered primary care -as indeed, investments in quality primary health care (PHC) will be the cornerstone for achieving UHC around the world. The purpose of this publication is to document accomplishments of the UHC-P in 2022 for the 125 partner countries. The annual UHC-P report serves as a single report to all nine donors supporting the Partnership. It will provide a synthesis of activities and results achieved in all the participating countries; present a range of country examples related to the major areas of work; and also elaborate on how the UHC-P achieved sustainable buy-in of partners and stakeholders at the country level in the different countries concerned.

The context in which the United Nations operates is one of change and reorientation: change in the political climate, resulting in changes in the tasks the organisation is called upon to undertake; reorientation of the organisation's internal structures and procedures in response to these changes. The principal goals and objectives of the United Nations have recently been reassessed. This reassessment - highlighted in the Reform Agenda of Secretary-General Kofi Annan and during the Millennium Summit - has led to a reaffirmation by the 189 Member States of their belief in the organisation. New forms of consensus and co-operation are developing regarding what the United Nations should be striving to achieve and how best it should be organised to improve its operations. The UN and Kofi Annan "were awarded the Nobel Peace Prize for their role in reforming the 56-year-old institution ..." (Herald Tribune, Honor Awarded to Annan and UN, October 13-14, 2001, p. 1). The Quiet Revolution is essentially about the reform efforts of Kofi Annan. The book therefore describes a major part of his activities leading to the award. `Dr. Joachim Müller presents a detailed review of the reform initiatives undertaken during the period from 1996 to 2000, which was of such importance for the evolution of the United Nations. A wealth of information from primary sources is provided, together with an informative analysis of the history of reform within the United Nations since its creation.' From the foreword by Jean-Pierre Halbwachs, Assistant Secretary-General, Controller, United Nations Also by Joachim Müller: Reforming the United Nations: New Initiatives and Past Efforts, a three-volume set containing 50 key reform proposals originating inside and outside the United Nations.
