European arms control policy and domestic policy processes in the four major West European countries (the United Kingdom, France, West Germany, and Italy) are assessed in this study, based on extensive interviews with governmental and opinion-making leaders in these four nations. The interview data are unique and make possible for the first time this kind of analysis of West European defense policy. The contributors assess the impact of the INF treaty and arms control developments since the Reagan-Gorbachev meeting in Reykjavik.

Organized by SIPRI, the Nobel Symposium on A Future Arms Control Agenda considered how arms control contributes to a cooperative security system based on the peaceful resolution of disputes and the gradual demilitarization of international relations. For some observers, nuclear arms control is either a relic of the cold war, or a utopian dream about a denuclearized planet decades in the future. But, as Brookings scholars Steven Pifer and Michael O'Hanlon argue in The Opportunity, arms control can address some key security challenges facing Washington today and enhance both American and global security. Much of the literature on the emerging role of the EU as a non-proliferation actor has only a minimal engagement with theory. This collection aims to rectify this by placing the role of the EU in the non-proliferation of nuclear weapons within an analytical framework inspired by emerging literature on the performance of international organisations.
