Water Management in Africa and the Middle East: Challenges and Opportunities

This book presents a valuable new tool for water management water resource accounting which significantly advances the economic analysis of water. Water resource accounts integrate detailed information about water supply and use with national income accounts to show the economic use of water, costs and tariffs paid, and the economic value of water for different economic uses. Based on the UN s handbook for environmental accounting, this book describes the implementation and policy application of water accounts in three African countries Botswana, Namibia and South Africa and discusses how they have been used by water managers. The book compares water use across the three countries, explaining the differences in water resources and water policy. In addition to the comprehensive outline of physical and monetary water accounts for each country, the authors provide an extensive discussion of water valuation as well as addressing a number of issues of regional importance, including water accounting for an international river basin and the impact of trade on each country s water use. By demonstrating the usefulness of water resource accounts, this book makes a major contribution to the literature on water economics and management, sustainable development, and to the development of environmental accounting in general. The focus of this book is on the key water-related vulnerabilities to climate change in Africa, particularly in its most vulnerable areas, exploring potential management responses to such vulnerabilities. The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. The knowledge collected in this book will benefit policy makers, researchers, as well as other stakeholders.

Africa, the cradle of many old civilizations, is the second largest world continent, and the homeland of nearly one-eighth of the world population. Despite Africa’s richness in natural resources, the average income per person, after excluding a few countries, is the lowest all over the world, and the percentage of inhabitants infected with contagious diseases is the highest. Development of Africa to help accommodate the ever-increasing population and secure a reasonable living standard to all inhabitants, though an enormous challenge is extremely necessary. Water is the artery of life, without it all living creatures on earth cannot survive. As such, a thorough knowledge of the meteorological and hydrological processes influencing the yield and quality of the water resources, surface and subsurface, and their distribution and variability in time and space is unavoidable for the overall development of any part of the world. It is highly probable that the said knowledge is at present a top priority to Africa, a continent that has been for so long-and probably still-devastated by the endless ambitions of colonial powers not to forget the corruption and destruction practiced by the internal powers, at least in some countries. The present book “Hydrology and Water Resources of Africa” is written with the aim of bringing together in one volume a fair amount of knowledge any professional involved in hydrology and water resources of Africa needs to know.

This book preserves and scientifically interprets the African foreknowledge on water resources management. It offers insight into the relevance of the traditional knowledge and practices to modern approaches on sustainable water management. The African continent has partially preserved its natural habitat for centuries. In this book, this knowledge is combined with the current scientific understanding.
