This book is the result of a joint research effort led by the U.S. National Academy of Sciences and involving the Royal Scientific Society of Jordan, the Israel Academy of Sciences and Humanities, and the Palestine Health Council. It discusses opportunities for enhancement of water supplies and avoidance of overexploitation of water resources in the Middle East. Based on the concept that ecosystem goods and services are essential to maintaining water quality and quantity, the book emphasizes conservation, improved use of current technologies, and water management approaches that are compatible with environmental quality.

Examining international water allocation policies in different parts of the world, this book suggests that they can be used as a platform to induce cooperation over larger political issues, ultimately settling conflicts. The main premise is that water can and should be used as a catalyst for peace and cooperation rather than conflict. Evidence is provided to support this claim through detailed case studies from the Middle East and the Lesotho Highlands in Africa. These international cases – including bilateral water treaties and their development and formation process and aftermath – are analyzed to draw conclusions about the outcomes as well as the processes by which these outcomes are achieved. It is demonstrated that the perception of a particular treaty as being equitable and fair is mainly shaped by the negotiation process used to reach certain outcomes, rather than being determined mechanistically by the quantitative allocation of water to each party. The processes and perceptions leading to international water conflict resolutions are emphasized as key issues in advancing cooperation and robust implementation of international water treaties. The key messages of the book are therefore relevant to the geo-political and hydro-political aspects of water resources in the context of bilateral and multilateral conflicts, and the trans-boundary management of water resources, which contributes insights to political ecology, geo-politics, and environmental policy.

Water supply and water management services are among the most critical infrastructures in society, providing safe and affordable drinking water, managing wastewater to avoid floods and environmental pollution, and enabling the reuse and replenishment of scarce water resources. With water and wastewater facilities and infrastructure intrinsic to our towns and cities, we must not underestimate the potentially catastrophic results of water supply contamination or disruption to the systems that regulate the water we rely on for essential agricultural, environmental, and municipal needs. This book presents 12 papers selected from those delivered at the NATO Advanced Research Workshop (ARW) on Physical and Cyber Safety in Critical Water Infrastructure, held in Oslo, Norway, from 8-11 October 2018. The conference brought together resource persons and decision makers from 12 NATO countries and 6 partner countries to share their experiences with the objective of formulating best practice based on recommendations and conclusions, to increase awareness of the risks that threaten current and future water utilities and services, to learn how to improve surveillance and preparedness, and to deal with a crisis should all else fail. Addressing the urgent need to focus on physical and cyber safety in one of the most critical infrastructures in our society, the book will be of interest to all those working in the field of water supply and waste water management.

This book reflects the outcome of a three day NATO Advanced Workshop entitled "Supply of Water to Cities in Emergency Situations." Some 35 experts from 14 countries from Europe, the Middle East and Asia assembled in Tel-Aviv for this event. It illuminates a broad spectrum of problems and concerns to the orderly water supply ranging from floods to a surprisingly low concern related to intentional terror-related threats.
