Despite starting as one of the poorest countries in the mid-1980s, Vietnam has achieved rapid developmental progress, reaching lower middle-income status in 2010. In line with rapid economic growth, Vietnam has achieved impressive progress towards the Sustainable Development Goals (SDGs) during this time. This paper sheds light on some elements of Vietnam’s success story, highlighting crucial policies in education and electricity sectors. It undertakes a forward-looking costing exercise that focusses on five sectors – education, health, roads, water, and electricity infrastructure. Achieving the remaining SDGs in Vietnam will be a challenge, with total annual additional spending needs in the 5 subsectors estimated at 7 percent of GDP by 2030.

During the 20th century, Vietnam and Poland were both victims not only of devastating wars, but also of socialist planned economies that destroyed whatever war hadn’t already. In 1990, Vietnam was still one of the poorest countries in the world, while Poland was one of the poorest in Europe. But in the three decades since then, both countries have drastically improved their citizens’ standards of living and escaped the vicious cycle of national poverty. In this book, Rainer Zitelmann identifies the reasons behind the sensational growth of both nations’ economies, drawing out the lessons that other countries can learn from these two success stories. To explain the source of their success, he returns to Adam Smith’s 1776 treatise, The Wealth of Nations: the only way to overcome poverty is through economic growth, Smith wrote, and economic freedom is the crucial prerequisite for such growth. Developments over the past 250 years have proved Smith right. The market economy has led to a global decline in poverty unparalleled in human history. Compare this to the fifty years of “development aid” in Africa that have only entrenched the status quo, and it is clear which approach yields superior results. Despite these strides, almost ten percent of the world’s population still lives in extreme poverty. So, what measures actually help to alleviate poverty today? This book investigates the institutional characteristics of state-linked firms in Vietnam to draw lessons for investors/MNCs targeting Vietnam and other emerging markets in the region. Vietnam and many other ASEAN countries have gone through a period of privatization and equitization of wholly controlled SOEs, with the State retaining partial ownership in many privatized businesses. This book explains the dynamic relationships between the State, BODs, shareholders, and regulators and their influence on corporate governance and SOE performance. This book differs from other publications in that it extrapolates the findings from our study to a broader context on how the defined internal mechanisms implicate the local economy and global supply chains/markets. This book investigates robust theoretical foundations, and rigorous applied empirical research underpin the role of the State in SOEs. It differs from other studies in terms of qualitative and empirical research to provide the contextual setting to elucidate how to successfully navigate emerging market business with the State as an "owner-participant." This book explains the theoretical constructs of corporate governance in SOEs, applies empirical research methodologies, and draws results to validate inferences to (1) investigate the link between the board of directors and ownership attributes and agency cost levels using Vietnamese listed firms for the period from 2006 to 2013, (2) evaluate the effectiveness of State's corporate initiatives and monitoring through its sovereign wealth fund known as the State Capital Investment Corporation (SCIC), and (3) infer and explain the motivation of the State as a shareholder. This book takes cognizance of Vietnam's idiosyncratic institutional (using its sovereign wealth fund as an investment vehicle and management proxy), economic, regulatory, and corporate environments and the realities for developing an effective and sustainable business model, vis-à-vis the ownership structure, board of directors' composition and corporate governance, for better business performance. While the focus is on Vietnam, the content is also relevant to the role of the State in other emerging markets as a player in shaping the business strategy, model, and direction of SOEs.

This open access edited book attempts to break new ground in investigating multiple facets of Vietnamese language, education and change in global contexts, engaging with global Vietnam through complex lenses of language and education. Issues of language, globalization, and global identities have often been framed through the lens of hierarchical/binary power relations, and/or through a dichotomy between hyper-central languages, such as English, and revisualized or marginalized local language and cultures. In this book, this dichotomy is turned on its head by considering how Vietnam and Vietnamese are constructed in and outside Vietnam and enacted in global spaces of classrooms, textbooks, student mobility, community engagement, curriculum, and intercultural contacts. Vietnamese is among the worlds most spoken languages and is ranked in the top 20th in terms the number of speakers. Yet, at the same time, as a peripheral or southern global language as often seen in the Global North-Global South spectrum, the dynamics of multilingual and multicultural encounters involving Vietnamese generate distinctive dilemmas and tensions, as well as pointing to alternative ways of thinking about global phenomena from a fresh angle. Rather than being outside of the global, Vietnamese - like many other non-central global languages - is present in diasporas, commercial, and transnational structures of higher education, schooling, and in the more conventional settings of primary and secondary school, in which visions of culture and language also evoke notions of heritage and tradition as well as bring to the fore deep seated ideological conflicts across time, space, communities, and generations. Relevant to students and scholars researching language, education, identity, multiculturalism, and their intersections, particularly related to Vietnam, but also in Southeast Asia and beyond, this volume is a pioneering investigation into overlooked contexts and languages from a global, southern-oriented perspective.
