Vichy's Double Bind advances a significant new interpretation of French collaboration during the Second World War. Arguing that the path to collaboration involved not merely Nazi Germany but Fascist Italy, it suggests that the Vichy French government was caught in a double bind. On the one hand, many of the threats to France's territory, colonial empire and power came from Rome as well as Berlin. On the other, Vichy was caught between the irreconcilable yet inescapable positions of the two Axis governments. Unable to resolve the conflict, Vichy sought to play the two Axis powers against each other. By exploring French dealings with Italy at diplomatic, military and local levels in France and its colonial empire, this book reveals the multi-dimensional and multi-directional nature of Vichy's policy. The Franco-Prussian War of 1870–71 has traditionally been seen as a limited conflict between French and German forces. This edited volume challenges this view and shows that it was a war of ideas, values, and perceptions, which transformed the political, diplomatic, and military culture across Europe. Based on interdisciplinary research, the book suggests that the war raised new questions about power, the nation, violence, and notions of civilization, which brought about a decisive shift in how warfare was experienced and perceived. While the Franco-Prussian War may have begun as a traditional dynastic struggle, it became a modern war and an important precursor to the First World War in its use of new weaponry and industrialized warfare. At the same time, the development of humanitarian movements and international law on the conduct of war meant that the fighting was subjected to unprecedented scrutiny, while new technologies accelerated the pace at which narratives about the war were constructed and consumed. Britain has historically been seen as an upholder of international norms, at least in its relations with western powers. This has often been contrasted with the violence perpetrated in colonial contexts on other continents. What is often missed, however, is the extent to which the state with its capital in London—first England, then Great Britain—inflicted extreme violence on its European neighbours, even when still using the rhetoric of neighbourliness and friendship. This book comprises eleven case-studies of Anglo-British strategic violence, from the siege of Harfleur in 1415 to the fire-bombing of Hamburg in 1943. Chapters examine actions that were top-down and directed, and perpetrated for specific geopolitical reasons—many of them at, or well beyond, the bounds of what was sanctioned by prevailing international norms at the time. The contributors look at how these actions were conceived, executed and perceived by the English/British public, by the international legal community of the time, and by the victims. This history of English violence in Europe complicates not only easy notions of England/Britain as a champion of the ‘standards of civilisation’ or of the ‘liberal international order’, but also of the supposed distinction between ‘European’ and ‘extra-European’ warfare.
