This book explores how different corporate governance strategies affect community mobilization and the scope for influence when an area’s population is faced with the arrival of the extraction industry. Drawing on ethnographic research into Peruvian mining localities, the author analyses a series of relationships which are characterized by confrontations, clientelism, demobilization and strategic collaboration. By presenting a detailed account of micro practices and showing how these processes are interpreted by different groups, Gustafsson offers a refined understanding of the multiple layers and informal workings of power between transnational corporations and local communities.

In this highly original, detailed, and in-depth study, Silvio Waisbord and María Soledad Segura scrutinize the goals, tactics, and impact of civic media movements across the region, demonstrating the full extent of media activism on domestic policy and politics. Media Movements goes beyond simple conceptions of 'the national' versus 'the global' to reveal the complicated process of media policy-making, and to evaluate the significance of local political elites and citizens, global actors, and legal frameworks. With success rates varying across the region, the authors offer an assessment of the impact of citizens' mobilization on policy-making, as well as the effects of legislation on ownership, funding, community media, non-profit media, and public media.

Latin American opinion surveys consistently point to Peruvian citizens' deep distrust of their elected rulers and democratic institutions. The 2011 presidential and legislative elections in Peru, along with the regional and municipal polls of the previous year, showed once again the degree of political fragmentation in contemporary Peru and the weakness of its party system. Fractured Politics examines the history of political exclusion in Peru, the weakness of representative institutions, and the persistence of localized violent protest. It also evaluates the contribution of institutional reforms in bridging the gap between state and society, including Peru's Law on Political Parties, administrative decentralization, and the experience of the Defensoría, or ombudsman's office. The chapters, by leading scholars of Peruvian politics, emerge from a conference, held in 2009 in Saint Antony's College Oxford. Julio Cotler, from the Instituto de Estudios Peruanos (IEP), was the keynote speaker.

The book offers a critical map to navigate the field of media governance. A thread of cosmopolitan critique connects the fourteen chapters to enhance media governance literature beyond the West and regional foci. The first part addresses the epistemological and ontological flaws in the use and adaptation of media governance. The second part opens pathways for critique and provides a thorough understanding of the ambivalences that scholars encounter when addressing media governance as a field of study. The third part highlights shortcomings like geographical narrowness and tensions in the use of media governance concepts. The scholarly contributions show that media governance as a field of study is far from being established: its conceptualizations are in flux and need scholarly self-reflection, and ongoing discussions need to leave behind universalist conceptualizations and methods of analysis. The chapters reflect on hegemony, power, sovereignty, and identity as conceptual center points in media governance research. The book uniquely breaks with self-referential Western academia and is part of ongoing collaborative scholarly efforts towards epistemic transformation through dialogue.

This book critically explores the role of two advocacy NGOs actively involved in processes of education policymaking during the recent education reforms carried out in Chile, the country known as the first laboratory of neoliberalism around the world. Based on Foucault’s theoretical work on governmentality the book argues that neoliberalism as a form of governmentality has permeated in Chilean policymaking, generating new forms of domination through freedom by situating NGOs as active and responsible subjects of government. In this way, this volume contests the supposed benefits of NGOs as a force to enhance democracy and foment social participation, arguing instead, that NGOs image as representatives of civil society can be used to pacify social movements demands for radical change and build a political consensus that serves to legitimate government interests in policymaking.

Since the end of the Pinochet regime, Chilean public policy has sought to rebuild democratic governance in the country. This book examines the links between the state and civil society in Chile and the ways social policies have sought to ensure the inclusion of the poor in society and democracy. Although Chile has gained political stability and grown economically, the ability of social policies to expand democratic governance and participation has proved limited, and in fact such policies have become subordinate to an elitist model of democracy and resulted in a restrictive form of citizen participation.
