The Mayor and Councilmen act as the legislative or policy-making body and adopt the annual budget; the City Manager, as chief administrator, directs the Operation of the various City Departments and prepares the annual budget proposal, taking into consideration the needs of all departments. But these officials are not magicians, they cannot pull new streets out of hats or make two water treatment plants appear where one stood before.
