This book explores the role of universities in responding to ongoing changes in China, and in shaping the relations between the university and the state during periods of social change. Tsinghua University is selected as a case study to inform this important issue. By tracing the changes and continuities Tsinghua has experienced since 1911, this book gives an in-depth analysis of how the university strives to maintain autonomy while taking a leading role in implementing China’s policy of higher education. By drawing on a vast literature of higher education theories, the book offers original insights into the university-state relationship and provides a new understanding on the complexities China faces in the era when the country is becoming a key global actor.

(Re)Discovering University Autonomy has far reaching implications for leaders and managers, researchers, educators, practitioners, and policy makers by addressing modern challenges to university autonomy in Europe and beyond in a new and innovative way.

The aim of the present document is to present the author’s proposals on the reform of the governance model from a holistic and functional perspective. The first task when designing a system of governance should be to identify the function that it is to fulfil, which leads on to the question of exactly why universities are meant to be autonomous. For the good of society, universities as institutions have to guarantee that the knowledge they generate and transmit does not favour the interests of any particular group. They provide a public service that must act with autonomy. This autonomy must include all decisionmaking mechanisms, the whole system of governance, so that the public service of higher education and research can be rendered as efficiently as possible and without submitting to the influence of political, economic or religious interests. On the basis of the conclusions of the study University Autonomy in Europe II. The Scorecard and the current situation of the university, research and innovation system, this study proposes a well-defined set of governance elements that cover all the dimensions of university autonomy. The study makes explicit reference to the university system in Catalonia but its conclusions and argumentation are of more general applicability.

This volume presents the major outcomes of the third edition of the Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC 3) which was held on 27-29 November 2017. It acknowledges the importance of a continued dialogue between researchers and decision-makers and benefits from the experience already acquired, this way enabling the higher education community to bring its input into the 2018-2020 European Higher Education Area (EHEA) priorities. The Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC) has already established itself as a landmark in the European higher education environment. The two previous editions (17-19 October 2011, 24-26 November 2014), with approximately 200 European and international participants each, covering more than 50 countries each, were organized prior to the Ministerial Conferences, thus encouraging a consistent dialogue between researchers and policy makers. The main conclusions of the FOHE Conferences were presented at the EHEA Ministerial Conferences (2012 and 2015), in order to make the voice of researchers better heard by European policy and decision makers. This volume is dedicated to continuing the collection of evidence and research-based policymaking and further narrowing the gap between policy and research within the EHEA and broader global contexts. It aims to identify the research areas that require more attention prior to the anniversary 2020 EHEA Ministerial Conference, with an emphasis on the new issues on rise in the academic and educational community. This book gives a platform for discussion on key issues between researchers, various direct higher education actors, decision-makers, and the wider public. Chronicles the rise and decline of Ontario universities from the halcyon 1960s to the Common Sense Revolution through the history of its planning association, the Council of Ontario Universities. Collective Autonomy: A History of the Council of Ontario Universities, 1962-2000 is the first full-length account of an organization that has played a major role in the development of the university system in Ontario. Edward J. Monahan served as the council’s chief executive officer for over fifteen years. This is his insider’s account, enhanced by archival material, of the key role the universities played in planning the high academic quality of the Ontario provincial university system. Collective Autonomy traces the evolution of Ontario universities over a period of forty years, from the halcyon days of the 1960s, during which massive injections of public funds transformed these institutions from ivory towers to public utilities, through the 1970s and ’80s when universities were downgraded as a government spending priority and problems began to develop. It concludes by looking at the problems created by the “Common Sense Revolution” and the resulting severe cutbacks in government grants to universities. It chronicles the efforts of the universities to preserve their autonomy while expanding their service to the common good, and their efforts to maintain the delicate balance between university autonomy and public accountability.

In recent years, debate on the state's economic role has too often devolved into diatribes against intervention. Peter Evans questions such simplistic views, offering a new vision of why state involvement works in some cases and produces disasters in others. To illustrate, he looks at how state agencies, local entrepreneurs, and transnational corporations shaped the emergence of computer industries in Brazil, India, and Korea during the seventies and eighties. Evans starts with the idea that states vary in the way they are organized and tied to society. In some nations, like Zaire, the state is predatory, ruthlessly extracting and providing nothing of value in return. In others, like Korea, it is developmental, promoting industrial transformation. In still others, like Brazil and India, it is in between, sometimes helping, sometimes hindering. Evans's years of comparative research on the successes and failures of state involvement in the process of industrialization have here been crafted into a persuasive and entertaining work, which demonstrates that successful state action requires an understanding of its own limits, a realistic relationship to the global economy, and the combination of coherent internal organization and close links to society that Evans called "embedded autonomy."

This book provides empirically grounded insights into the causes, trajectories, and effects of a severe decline in university autonomy and the relationship to other dimensions of academic freedom by comparing in-depth country studies and evidence from a new global timeseries dataset. Drawing attention to ongoing discussions on standards for monitoring and assessment of academic freedom at regional and international organizations, this book identifies a need for clearer standards on academic freedom and a human rights-based definition of university autonomy. Further, the book calls for accompanying international oversight and the inclusion of criteria related to academic freedom in international university rankings. Five expert-authored case studies on academic freedom from diverse nations (Bangladesh, Mozambique, India, Poland, and Turkey) are included in the volume. Drawing on both qualitative and quantitative evidence, the book offers a unique and timely contribution to the field and will be of great interest to scholars, researchers, and students in the fields of higher education, human rights, political science and public policy.
