The specialisation, knowledge and innovation brought about by universities often play a key role for the economic success of cities and regions. Yet higher education is also increasingly regarded, in some European countries and regions, as an economic sector in itself, whereby the measure of success lies in the ability to attract international students and set up international partnerships. Universities need therefore to find successful strategies responding to global challenges and fitting local contexts. This edited volume brings together a collection of international and regional experts on the subject of higher education and regional growth. It explores the changing role of universities in a globally competitive environment and the way in which they interact with the regional business and policy community. The publication builds upon a seminar co-organised by Policy Network and the UCLan Applied Policy Science Unit which was funded by the Samuel Lindow Foundation, which took place at the University of Central Lancashire (UCLan) on 12 December 2014. It brings together the wide array of evidence presented at the event and provides the reader with additional input from academic experts.

Despite the improvement in the public finances, this year's Autumn statement is fiscally neutral and locks in lower spending by reducing departmental budgets for 2014-15 and 2015-16 by 1.1% but excluding local government, Security & Intelligence Agencies and HMRC. The Government will: cap the Retail Prices Index in business rates to 2% in 2014-15 and extend the doubling of Small Business Rate Relief to April 2014; will provide a business rate discount of £1,000 in 2014-15 and 2014-16 for retail properties with a rateable value of up to £50,000 and a 50% discount from business rates for new occupants of previously empty retail premises for 18 months; abolish National Insurance Contributions for under 21 year olds on earnings up £813 per week; remove cap on higher education student numbers; announce further reforms to make the most of the UK's science base; introduce a new tax relief for shale gas, and increase support for employee ownership and the creative industries; improve the UK's infrastructure with the National Infrastructure Plan 2013; and take further action to increase housing supply and support home ownership. Fuel prices will be frozen and the impact of policies on energy bills will be reduced. The average increase in rail fares will capped. Married couples & civil partners will be allowed to transfer £1,000 of their income tax personal allowance to their spouse where neither is a higher rate taxpayer.

This book sets out to understand the significance of geographical context – place – for universities in the globalised setting of the twenty-first century. It examines their social impact on the regions in which they are situated, both from the perspectives of the universities themselves and from the perspectives of a range of different local and regional interest groups. It draws on a national study in the UK which has examined the role played by universities in four contrasting regional contexts. This UK study will be set within the larger theoretical and international literature on the role played by universities in processes of social change and transformation. An important theme of the book is the effects of university activities on various socially disadvantaged groups and consideration is given to whether there are ‘winners’ and ‘losers’ arising from the activities and interventions of universities. The book distinguishes between ‘discourses’, ‘activities’ and their ‘impacts’ in considering the role of universities and emphasises the importance of history and context as important mediators of national and institutional policies. It examines some of the key partnerships which universities enter into within their regions and considers some of the factors which determine the nature of these partnerships. Implications are drawn out for university leaderships and for regional and national policy bodies. The book provides empirical evidence in a field marked by a considerable amount of rhetoric from interested parties. One of the book’s conclusions is that there is considerable diversity among higher education institutions in how they perform a regional role, but it is a significant question for each of them. Institutional variation and regional setting come together to shape what is achievable.
