This study highlights the interaction between social protection (SP) programs and labor markets in the Latin America region. It presents new evidence on the limited coverage of existing programs and emphasizes the challenges caused by high informality for achieving universal social protection for old age income, health, unemployment risks and anti-poverty safety nets. It identifies interaction effects between SP programs and the behavioral responses of workers, firms and social protection providers, which can further undermine efforts to expand coverage, summarizing evidence from recent work across the region. The book argues for a re-design of financing to eliminate cross subsidies between members of contributory programs and subsidies that effectively tax income from formal employment. It advocates well-targeted, tax-funded, tapered subsidies to provide incentives to the savings efforts of low-income workers, coupled with an effective safety net for the extreme poor who have no capacity to contribute to financing their own social protection arrangements. It also argues for the consolidation of programs and harmonization of benefits packages across different insurers. The book develops an overall conceptual framework and presents in-depth analysis of the main SP sectors of pensions, health, unemployment insurance and labor market programs, and safety net transfers.

This book reflects on the public policies, programmes and regulatory frameworks that are taking a rights-based approach to expanding social protection coverage and benefits in Latin America, with a view to achieving universal coverage. Social protection is the first axis of the Regional Agenda for Inclusive Social Development, which was recently adopted at the third session of the Regional Conference on Social Development in Latin America and the Caribbean, held in Mexico City in October 2019. This Agenda, through which the countries aim to make progress with the implementation of the social dimension of the 2030 Agenda for Sustainable Development, acknowledges the progress the region has made since the turn of the century, when most of the governments of Latin America and the Caribbean --at different times, according to their national realities-- abandoned the residual approach to social policy, increased their social investment and strengthened their social protection systems. The works collected in this publication contribute to a better understanding of the scope and limitations of social protection policies and programmes in the region and offer the reader access to the vast corpus of knowledge ECLAC has produced on the topic of social protection between 2006 and 2019, covering everything from conceptual considerations to the emerging challenges and current debates and proposals for social protection policy in Latin America and the Caribbean.

This publication examines the main debates under way on social protection and co-responsibility transfer programmes. It identifies the role played by these programmes and considers the conceptual elements, needs and the challenges that will have to be overcome to consolidate comprehensive social protection systems in Latin America. The authors argue that these should be solidarity-based systems that provide universal coverage and are essentially egalitarian in the guarantees established as citizens' rights. Citizenship as a whole is thus becoming part of protection policies as the region moves towards all-encompassing social policies that combine the complementary principles of targeting as the instrument and universality as the end.
