Today the United States and our allies face dangerous challenges to our security, freedom, and way of life. The current global environment is more interconnected, complex, and dynamic than the bipolar world of the Cold War. The advance of globalization has enabled, amplified, and accelerated threats stemming from international terrorism, weapons of mass destruction (WMD) proliferation, failed states, and illegal drug trafficking. These threats, among others, move at increasing speeds due to technology and across geographic and organizational boundaries, blurring the distinction between foreign and domestic threats, and between strategic and tactical events. To confront today's threats, the United States has made many changes in the way we conduct intelligence, law enforcement, homeland security, diplomatic, and defense activities. Drawing on in-depth studies such as the 9/11 Commission Report, the WMD Commission Report, internal Executive Branch reviews and reports by both houses of Congress the Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA) was enacted to improve our effectiveness alongside several Executive Orders aimed at providing specific Administration direction. This 100 Day Plan builds on the foundation established by the National Intelligence Strategy (NIS). The initiatives contained herein map to the strategic objectives both mission and enterprise addressed in the NIS. The 100 Day Plan represents specific initiatives and tasks to be accomplished according to the priorities of the Director of National Intelligence (DNI). The goal of the 100 Day Plan is to demonstrate short-term progress and build momentum for integration and transformation across the Community. This plan will be followed by the drafting of a 500 Day Implementation Plan that aligns and synchronizes on-going and planned activities not included in the initial 100 Day Plan.

The U.S. Intelligence Community continues to adjust to the 21st Century environment. In the post-Cold War world, terrorism, narcotics trafficking and related money laundering is perceived both as criminal matters and as threats to the nation's security. Priority continues to be placed on intelligence support to military operations and on involvement in efforts to combat transnational threats, especially international terrorism. Growing concerns about transnational threats are leading to increasingly close co-operation between intelligence and law enforcement agencies. This book presents new in-depth analyses of developments in the field.

The United States is challenged by many different and evolving threats, including enemies with many faces and no borders terrorism, weapons of mass destruction, proliferation, infectious diseases, cyber attacks, and illegal trafficking. The Intelligence Community (IC) is adjusting to meet this new complex threat environment and adapt to the new strategic context in which it now operates. To do so, the IC must have people, process and technology that provide seamless integration and cross-agency collaboration. The 500 Day Plan for Integration and Collaboration continues to build the foundation to enable the IC to work as a single, integrated enterprise so we can collaborate across critical missions, enhance our support to a wide range of customers and partners, contribute to our national security priorities, and reduce the risks that the nation faces today and in the future. The 500 Day Plan focuses on six areas: 1. Create a Culture of Collaboration 2. Accelerate Information Sharing 3. Foster Collection and Analytic Transformation 4. Build Acquisition Excellence and Technology Leadership 5. Modernize Business Practices 6. Clarify and Align DNI's Authorities.
