The book examines ASEAN's mechanisms in managing challenges and threats to regional security. Its extensive analyses of the ASEAN story of managing regional security cover the different phases of ASEAN's development as a regional organization and explore the perceptible changes that have occurred in regional mechanisms of conflict management. The book also examines the roles of relevant actors beyond the states of ASEAN and the key interactions that have evolved over time, which have been instrumental in moving regional mechanisms beyond the ASEAN way. The book argues that the ASEAN way has not been impervious to change. As the association finds its way through periods of crises and continues to confront the many challenges ahead, ASEAN and its mechanisms are already being transformed beyond the narrow confines of the modalities associated with the ASEAN way. The changes in the political and security landscape of the region, as well as the democratic transitions taking place in some member states, have set the stage for a much more dynamic set of regional actors and processes that bring into question the kind of regionalism that is now taking place in the region. the way regionalism is changing in Southeast Asia.

ASEAN has declared its intention to create a security community in Southeast Asia that is people-orientated. This book evaluates ASEAN’s progress, and in doing so examines three matters of concern. The book firstly looks at the importance of constitutive norms to the workings of security communities, by identifying ASEAN’s constitutive norms and the extent to which they act as a help of hindrance in establishing a security community. It then moves on to how ASEAN has interpreted people-orientated as empowering civil society organisations to be community stakeholders. The book discusses the uncertainty between how ASEAN envisages their role, and the role they themselves expect to have. Civil society actors are seeking to influence what sort of community evolves and their ability to interact with the state elite is evaluated to determine what interpretation of people-oriented is likely to emerge. Thirdly, in order to make progress ASEAN has sought to achieve cooperation among its member states in functional areas. The book examines this interest in functional cooperation through case studies on human rights, HIV/AIDS and disaster management. By discussing the notion of ASEAN being people-orientated, and how it engages with ‘the people’, the book provides important insights into what type of community ASEAN in building, as well as furthering our understanding on security communities more broadly.

The first part of the book examines the evolution of monetary policy and prudential frameworks of the ASEAN5, with particular focus on changes since the Asian financial crisis and the more recent period of unconventional monetary policy in advanced economies. The second part of the book looks at policy responses to global financial spillovers. The third and last part of the book elaborates on the challenges ahead for monetary policy, financial stability frameworks, and the deepening of financial markets.

This book looks at major contemporary conflicts —intra and interstate— in Southeast Asia from a conflict management perspective. Starting with the view that the conventional ASEAN conflict-management methods have ceased to be effective, it looks for new conflict-management patterns and trends by investigating seven contemporary cases of conflict in the region. Examining how the Association of Southeast Asian Nations’ (ASEAN) has responded to external threats over the past 50 years, this book provides a compelling account of regional state actions and foreign policy in the face of potential sovereignty violation. The author draws on a large amount of previously unanalysed material, including declassified government documents and WikiLeaks cables, to examine four key cases since 1975. Taking into account state interests and the role of external powers, the author develops the ‘vanguard state theory’ to explain ASEAN state responses to sovereignty violation, which, it is argued, has universal applicability and explanatory power.
