Early childhood is the most important stage of human development yet in Middle East and North Africa countries there is little research and inadequate investment in this crucial stage of life. This book covers risk, protective factors, policies and programs that can address inequality and shortfalls in the early years of life.

Children in Turkey have vastly different odds of success. Their paths are affected by factors over which they have no control, such as how wealthy or educated their parents and even grandparents are. By investing in its children and youth, Turkey can create a virtuous cycle whereby these children and youth contribute more to their country s economic growth and social development, helping to realize its ambitious goals.

Human capital theory, developing children as future workers, shapes thinking about early childhood education policy around the globe. International contributors problematize this thinking and offer alternatives.

This study focuses on the local and regional impact of large-scale gold mining in Africa in the context of a mineral boom in the region since 2000. It contributes to filling a gap in the literature on the welfare effects of mineral resources, which, until now, has concentrated more on the national or macroeconomic impacts. Economists have long been intrigued by the paradox that a rich endowment of natural resources may retard economic performance, particularly in the case of mineral-exporting developing countries. Studies of this phenomenon, known as the “resource curse,†? examine the economy-wide consequences of mineral exports.1 Africa’s resource boom has lifted growth, but has been less successful in improving people’s welfare. Yet much of the focus in academic and policy circles has been on appropriate management of the macro-fiscal and governance risks that have historically undermined development outcomes. This study focuses instead on the fortune of local communities where resources are located. It aims to better inform public policy and corporate behavior on the welfare of communities in Africa in which the extraction of resources takes place.

This second edition of the Historical Dictionary of the World Bank shows the substantial progress the Bank has made, this mainly through the dictionary section with concise entries on its component institutions, related organizations, its achievements in various fields, some of the major projects and member countries, and its various presidents. The introduction explains how the Bank works while the chronology traces the major events over nearly 70 years. Meanwhile, the list of acronyms reminds us just who the main players are. And the bibliography directs readers to useful internal documentation and outside studies.

"Education is often seen as a fundamental means to improve economic prospects for individuals from low income settings. However, even with increased emphasis on basic education for all, many individuals fail to achieve basic skills to succeed in life. The book presents evidence that one core reason is that by the time a child is old enough to attend school, there is already a wide disparity in cognitive skills and in emotional and behavioral development among children from households of different socioeconomic backgrounds. Low levels of cognitive development in early childhood strongly correlate with low socio-economic status (as measured by wealth and parental education) as well as malnutrition. These disadvantages are often exacerbated by economic crises. Fortunately, however, as documented in this volume, there are programs that have proven effective in promoting a child's development through caregiver-child interaction and stimulation, and with well designed preschool programs. While preschool programs currently cover a modest share of low income children, expansion of such services to at risk populations is a cost-effective means of improving overall educational achievement. Thus, focused preschool programs can serve as a key investment in a strategy to reduce the transmission of poverty from poor parents to their children."

Le boom des ressources naturelles en Afrique a tiré la croissance dans toute la région, sans contribuer de manière substantielle à améliorer le bien-être et les moyens de subsistance des citoyens. Les personnes vivant dans les pays africains richement dotés en ressources naturelles sont moins alphabétisées de 3 %, ont une espérance de vie plus faible de 4,5 ans et affichent des taux de malnutrition plus élevés chez les femmes et les enfants que dans les pays de la région n’ayant pas de ressources naturelles. L’analyse et les résultats des auteurs concluent qu’en moyenne, les communautés minières bénéficient d’avantages sociaux positifs bien que limités. Les auteurs appliquent ce cadre d’analyse à l’exploitation aurifère à grande échelle dans les trois pays de l’étude et ils utilisent des méthodes économétriques solides pour évaluer ces effets au niveau local.
