This study focuses on the local and regional impact of large-scale gold mining in Africa in the context of a mineral boom in the region since 2000. It contributes to filling a gap in the literature on the welfare effects of mineral resources, which, until now, has concentrated more on the national or macroeconomic impacts. Economists have long been intrigued by the paradox that a rich endowment of natural resources may retard economic performance, particularly in the case of mineral-exporting developing countries. Studies of this phenomenon, known as the “resource curse,†? examine the economy-wide consequences of mineral exports.1 Africa’s resource boom has lifted growth, but has been less successful in improving people’s welfare. Yet much of the focus in academic and policy circles has been on appropriate management of the macro-fiscal and governance risks that have historically undermined development outcomes. This study focuses instead on the fortune of local communities where resources are located. It aims to better inform public policy and corporate behavior on the welfare of communities in Africa in which the extraction of resources takes place.

"Education is often seen as a fundamental means to improve economic prospects for individuals from low income settings. However, even with increased emphasis on basic education for all, many individuals fail to achieve basic skills to succeed in life. The book presents evidence that one core reason is that by the time a child is old enough to attend school, there is already a wide disparity in cognitive skills and in emotional and behavioral development among children from households of different socioeconomic backgrounds. Low levels of cognitive development in early childhood strongly correlate with low socio-economic status (as measured by wealth and parental education) as well as malnutrition. These disadvantages are often exacerbated by economic crises. Fortunately, however, as documented in this volume, there are programs that have proven effective in promoting a child's development through caregiver-child interaction and stimulation, and with well designed preschool programs. While preschool programs currently cover a modest share of low income children, expansion of such services to at risk populations is a cost-effective means of improving overall educational achievement. Thus, focused preschool programs can serve as a key investment in a strategy to reduce the transmission of poverty from poor parents to their children."

Cette lenteur dans la réduction de la pauvreté est souvent attribuée à la croissance économique tirée par les ressources naturelles †“ la dénommée malédiction des ressources naturelles. Au-delà de l’impact global, les communautés vivant à proximité des centres miniers souffrent-elles également d’une malédiction des ressources naturelles ? L’exploitation minière en Afrique †“ Les communautés locales en tirent-elles parti ? examine comment l’exploitation aurifère à grande échelle dans trois pays †“ le Ghana, le Mali et la Tanzanie †“ affecte les moyens de subsistance et les communautés locales. L’analyse et les résultats des auteurs concluent qu’en moyenne, les communautés minières bénéficient d’avantages sociaux positifs bien que limités. L’étude définit trois grands canaux †“ marché, fiscal et environnemental †“ pouvant affecter les localités. Les auteurs appliquent ce cadre d’analyse à l’exploitation aurifère à grande échelle dans les trois pays de l’étude et ils utilisent des méthodes économétriques solides pour évaluer ces effets au niveau local. Si le défi de l’extraction des ressources naturelles est traité dans toutes ses dimensions, des pistes pour une prospérité partagée et une meilleure égalité peuvent être ouvertes, créant ainsi une vie meilleure pour les familles et améliorant les perspectives des pays dans lesquels elles vivent. Ce livre a pour objectif d’éclairer les politiques publiques et le comportement des entreprises concernant le bien-être des communautés situées à proximité des sites d’extraction et les opportunités que l’activité minière peut leur offrir.
