This volume presents a balanced review of transport provision and the development process in the Third World, and provides a comprehensive survey of possible transport solutions and their implications.

Policy-making for urban transport and planning of economies in the developing world present major challenges for countries facing rapid urbanisation and rampant motorisation, alongside growing commitments to sustainability. These challenges include: coping with financial deficits, providing for the poor, dealing meaningfully with global warming and energy shortages, addressing traffic congestion and related land use issues, adopting green technologies and adjusting equitably to the impacts of globalisation. This book presents a contemporary analysis of these challenges and new workable responses to the urban transport problems they spawn.

Recent years have seen considerable changes in the technology of transportation with the development of high-speed rail networks, more fuelefficient automobiles and aircraft, and the widespread adoption of informatics in disciplines such as traffic management and supply chain logistics. The contributions to this volume assess transportation interactions with employment and income, examine some of the policies that have been deployed to maximize the economic and social impacts of transportation provision at the local and regional levels and analyze how advances in transportation technologies have, and will, impact future development. Due in part to the general liberalization of markets, there have been major changes in the institutional environment in which transportation is supplied; these changes inevitably affect wider economic systems and development, although in turn these changes feed back upon transportation networks. Mobility is fundamental to economic and social activities such as commuting, manufacturing, or supplying energy. World Development Report 1994 examines the link between infrastructure and development and explores ways in which developing countries can improve both the provision and the quality of infrastructure services. In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.

Developing countries are urbanising rapidly, and it is estimated that within a generation more than 50 per cent of the developing world's population will live in cities. Public transport policy can contribute to reducing urban poverty both directly, by providing access and mobility for the poor, as well as by facilitating economic growth. This publication examines the nature and magnitude of urban transport problems in developing and transition economies, particularly with respect to the needs of the poor. It also suggests way the World Bank and other development agencies can best support the development of sustainable urban transport policies.

Transport prices for most African landlocked countries range from 15 to 20 percent of import costs. This is approximately two to three times more than in most developed countries. It is well known that weak infrastructure can account for low trade performance. Thus, it becomes necessary to understand what types of regional transport services operate in landlocked African nations and it is critical to identify the regulation disparities and provision anomalies that hurt infrastructure efficiency, even when the physical infrastructure, such as a road transport corridor, exists.
