At the beginning of the twenty-first century, the European Union is an increasingly dense transnational social and political space. More and more non-governmental organisations develop transnational links, which are usually more intensive within the EU, even if they often extend beyond its borders to the wider world. This multi-disciplinary volume explores the importance of these structures, actors and relations for EU and European governance in the context of the theoretical debate about European integration in the social sciences. This book provides a timely evaluation of the EU's ability to act internationally and coordinate policy in a time when it also seeks to meet shifting demands of international cooperation. These include global sustainable development, the challenge of multilateralism and the changing geopolitical order. Analysing the networks of officials and policy professionals in EU development policy, the book yields theoretical insights into dominant processes that characterise EU governance in international cooperation and assesses their role for policy coordination. Overall, this book concludes that EU policy coordination evades intergovernmental control and demonstrates how the agency of EU institutions depends on efforts of member state officials to defend their priorities and identities. This original work explores the increasingly important phenomenon of the formation of transnational identity. Considering the ongoing relevance of the European Union, the contributors ask a series of intriguing questions: Is a European identity possible? How are the various types of European identity formed and maintained? How are these identities linked to the process of European integration? Examining the psychological, institutional, and political mechanisms that encourage or impede identification with transnational groups, the book considers these theoretical questions in light of new evidence drawn from a rich body of primary research, including field experiments, in-depth interviews with elites, and public opinion surveys. Brought together for the first time, social psychologists, sociologists, political scientists, and ethnographers share their theoretical and methodological perspectives in tackling the common issues surrounding the emergence of "European" as a political identity. Paying special attention to the role of the institutions of the EU, the authors investigate the impact of neo-functionalist strategies and find that the processes of identity formation are far more complicated than can be explained by material and institutional factors alone. A study of the effect of EU membership on Central and Eastern European environmental policy and the interplay of political incentives and industry behavior that determines policy In Transnational Politics of the Environment, Liliana Andonova examines the effect of the Europen Union (EU) on the environmental policies of Bulgaria, the Czech Republic, and Poland. Compliance with EU environmental regulations is especially onerous for Central and Eastern European countries because of the costs involved and the legacy of pollution from communist-era industries. But Andonova argues that EU integration has a positive impact on environmental policies in these countries by exerting a strong influence on the environmental interests of regulated industries. With her empirical study of chemical safety and air pollution policies from 1990 to 2000, she shows that export-competitive industries such as the chemical industry that would benefit from economic integration have an incentive to adopt EU norms. By contrast, industries such as electric utilities that primarily serve the domestic market remain opposed to EU environmental standards and must be prodded by their own governments to implement environmental-protection measures. These differences in domestic interests greatly influence the course of reforms and the adoption of EU standards. Transnational Politics of the Environment challenges the current focus on intergovernmental cooperation between East and West by highlighting the roles of industries, transnational norms, and domestic institutions in promoting change in environmental regulation. It offers a generalizable framework for understanding the politics of environmental regulation in emerging market economies, and helps bridge the divide between the study of domestic and international environmental politics.

When Vladimir Putin claimed "outside forces" were at work during the Ukrainian Orange Revolution of 2004, it was not just a case of paranoia. In this uprising against election fraud, protesters had been trained in political organization and nonviolent resistance by a Western-financed democracy building coalition. Putin's accusations were more than just a call to xenophobic impulses-they were a testament to the pervasive influence of transnational actors in the shaping of postcommunist countries.Despite this, the role of transnational actors has been downplayed or dismissed by many theorists. Realists maintain that only powerful states assert major influence, while others argue that transnational actors affect only rhetoric, not policy outcomes. The editors of this volume contend that transnational actors have exerted a powerful influence in postcommunist transitions. They demonstrate that transitions to democracy, capitalism, and nation-statehood, which scholars thought were likely to undermine one another, were facilitated by the integration of Central and East European states into an international system of complex interdependence. Transnational actors turn out to be the "dark matter" that held the various aspects of the transition together. Transnational actors include international governmental and nongovernmental organizations, corporations, banks, foundations, religious groups, and activist networks, among others. The European Union is the most visible transnational actor in the region, but there are many others, including the OSCE, NATO, Council of Europe, the Catholic Church, and the Soros Foundation. Transnational Actors in Central and East European Transitions assembles leading scholars to debate the role and impact of transnational actors and presents a promising new research program for the study of this rapidly transforming region.
