Since 2015, when KOK has published its recent edition there have been many developments, for example in legislation and in practice concerning trafficking in human beings, which are now taken into account by experts and practitioners. This 2nd volume is a profound contribution to the public discourse on combatting trafficking in human beings and strengthening the rights of those affected. 26 authors provide multifaceted insight into the phenomena of trafficking in human beings and exploitation and develop political and practical recommendations for the adequate support of trafficked persons.

It has been widely accepted that trafficking of human beings is a human rights issue. However, it has been difficult to address the human rights aspects of the phenomenon in practice, because a comprehensive analysis of applicable human rights norms and principles has not been fully developed, and therefore the nature of obligations imposed upon States is not entirely clear. The purpose of this book, then, is to establish a human rights framework to promote better understanding of the multi-faceted problems inherent in trafficking of human beings, articulate obligations imposed upon States, and facilitate a holistic approach. The book also contains chapters on case studies at the national, regional, and international levels, thereby combining the theory and practice.

The 2020 UNODC Global Report on Trafficking in Persons is the fifth of its kind mandated by the General Assembly through the 2010 United Nations Global Plan of Action to Combat Trafficking in Persons. It covers more than 130 countries and provides an overview of patterns and flows of trafficking in persons at global, regional and national levels, based primarily on trafficking cases detected between 2017 and 2019. As UNODC has been systematically collecting data on trafficking in persons for more than a decade, trend information is presented for a broad range of indicators.

Human trafficking is one of the most urgent political challenges of our global age. As the UN defines it, human trafficking is essentially a form of non-institutional slavery, but also includes the trafficking of human organs. It has been resistant to abolition and difficult to combat. Human trafficking is organized through networks and is clandestine in nature, making it very hard for governments to even detect. Yet it is arguably the most severe form of human exploitation in the world. Traffickers trade in the immediate human suffering of their ‘goods’. Human trafficking is a pressing political issue for two key reasons. First, because its victims are often subjected to virtual slavery, exposing them to severe physical and mental abuse. Their rights are brutally violated and they are robbed of their f- damental freedom and dignity. The severity and estimated scope of this abuse has made the issue a priority for the American and German governments. Second, - man trafficking is estimated to be one of the top three sources of income globally, for organized crime. Only trafficking in drugs and arms surpasses human trafficking as a means for such illegal networks to generate funds. Criminal networks undermine the integrity of democratic states and destabilize their social and economic order. - come generated from human trafficking provides such networks with the resources they need to sustain a wide range of harmful activities.

Trafficking in human beings has become a major international concern in the last two decades. Trafficking has been subjected to intense political debate and ambitious legal regulation on international, regional and national levels. Although much has been done to eradicate trafficking and to protect the victims, an increasing number of critical voices are emerging: the efforts to deal with human trafficking have proved to be more ineffective than anticipated. This book seeks explanations to why anti-trafficking strategies and activities appear to be so futile, and what should be done better for them to achieve their goals with more success. Besides the academic audience, this study is written for legal practitioners, who might come across human trafficking in their work.

The 2017 Trafficking in Persons Report highlights the successes achieved and the remaining challenges before us on this important issue. The primary focus is to showcase the responsibility of governments to criminalize human trafficking and hold offenders accountable. This year's report theme is increasing criminal accountability of human traffickers and addressing challenges in prosecution - an essential component of 3P- paradigm of prosecution, protection, and prevention. It provides an overview of the type of human trafficking offenses that are taking place around the world in violation of human rights. The text includes side bars of situational human trafficking experiences to allow the reader to understand the different types that occur throughout the world. In the light of the urgent need for cooperative and collaborative action against trafficking, this publication presents examples of promising practice from around the world relating to trafficking interventions. It is hoped that the guidance offered, the practices showcased and the resources recommended in this Toolkit will inspire and assist policymakers, law enforcers, judges, prosecutors, victim service providers and members of civil society in playing their role in the global effort against trafficking in persons. The present edition is an updated and expanded version of the Toolkit published in 2006.
