This report explores the role of traditional marine resources management in meeting both the goals of communities and those of national and international conservation strategies. Specifically, it looks at how traditional practices are applied in various Pacific Island countries, how concepts such as the ecosystem approach and adaptive management are incorporated, whether traditional marine managed areas (MMAs) are recognised by national law, and how and whether they are seen to contribute to national and international protected areas and conservation targets. The report also reflects on the issue of marine genetic resources, and access to and benefit sharing of these resources.

This comprehensive handbook provides a global overview of ocean resources and management by focusing on critical issues relating to human development and the marine environment, their interrelationships as expressed through the uses of the sea as a resource, and the regional expression of these themes. The underlying approach is geographical, with prominence given to the biosphere, political arrangements and regional patterns – all considered to be especially crucial to the human understanding required for the use and management of the world's oceans. Part one addresses key themes in our knowledge of relationships between people and the sea on a global scale, including economic and political issues, and understanding and managing marine environments. Part two provides a systematic review of the uses of the sea, grouped into food, ocean space, materials and energy, and the sea as an environmental resource. Part three on the geography of the sea considers management strategies especially related to the state system, and regional management developments in both core economic regions and the developing periphery. This volume examines environmental law and governance in the Pacific, focusing on the emerging challenges this region faces. The Pacific is home to some of the world’s most astonishing biological and cultural diversity. At the same time, Pacific Island nations are economically and technically under-resourced in the face of tremendous environmental challenges. This book is inspired by the University of the South Pacific, the leading institution of higher education in the Pacific Islands region. Founded in 1968, USP has expanded the intellectual horizons of generations of students from its 12 member countries—Cook Islands, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu—and been responsible for the formation of a regional elite of educated Pacific Islanders who can be found in key positions in government and commerce across the region. At the same time, this book celebrates the collaboration of USP with The Australian National University in research, doctoral training, teaching and joint activities. Twelve of our 19 contributors gained their doctorates at ANU, most of them before or after being students and/or teaching staff at USP, and the remaining five embody the cross-fertilisation in teaching, research and consultancy of the two institutions. The contributions to this collection, with a few exceptions, are republications of key articles on the Pacific Islands by scholars with extensive experience and knowledge of the region.
