This volume analyzes the economic effects of a prospective free trade agreement between the United States and Colombia. The study uses the Global Trade Analysis Project (GTAP) model of world trade and economic activity to analyze the expected trade and other economic impacts of the prospective FTA and to examine bilateral trade and investment flows, bilateral trade frictions, and implications of the prospective accords for the bilateral, regional, and global trade relations of the two countries.

The authors argue that despite a shared continent and heritage, ambivalence has always characterized relations between the two countries - an ambivalence stemming from differences that Americans underestimate and that Canadians overstate. Thompson and Randall begin with the century in which Canada was a pawn in the relations between the United States and Great Britain. They consider the years until World War II, during which Canada and the United States erected many of the bilateral institutions and mechanisms that govern their relationship in the twentieth century. The authors then explore the World War and Cold War alliance based on economic interest and shared anti-Communist that made Canada part of a "new American empire." The years from 1960 until 1984 most merit their subtitle, Ambivalent Allies, as it was then that this continental consensus fragmented. In 1984 the relationship was restored as Canada's Conservative government embraced the United States with an ardour that stunned a Canadian body politic nurtured on the milk of anti-Americanism. The authors consider the economic and social dimensions of the relationship, from Canadian responses to the increasing weight of the U.S. cultural presence, to the archaic stereotypes through which Canadians and Americans understand each other. They conclude that while Canadians have been obsessed with the United States, Canada has been a matter of consuming disinterest to the United States public and to most of its leaders. Despite the oft-repeated platitudes about a "special relationship" between the two countries, the authors maintain that what is striking is the extent to which U.S. policy toward Canada conforms to U.S. policy toward the rest of the world. For its part, Canada's preoccupation with the United States has shaped Canadian national policies. Any apparent contemporary trend toward consensus and convergence between the United States and Canada, they conclude, must be viewed through the lens of two centuries of ambiguity and ambivalence.

This book reveals the history behind the trade of Colombian birds as a means of comprehending the scientific, economic and environmental relations between the United States and Colombia from the 1880s to the 1960s. Through the study of the feather trade, scientific expeditions, scientific communities and nature conservation, the author brings to light how international relations and national agendas shaped the study and perception of nature in both countries during those years.

Since the late 1990s, the United States has funneled billions of dollars in aid to Colombia, ostensibly to combat the illicit drug trade and State Department-designated terrorist groups. The result has been a spiral of violence that continues to take lives and destabilize Colombian society. This book asks an obvious question: are the official reasons given for the wars on drugs and terror in Colombia plausible, or are there other, deeper factors at work? Scholars Villar and Cottle suggest that the answers lie in a close examination of the cocaine trade, particularly its class dimensions. Their analysis reveals that this trade has fueled extensive economic growth and led to the development of a "narco-state" under the control of a "narco-bourgeoisie" which is not interested in eradicating cocaine but in gaining a monopoly over its production. The principal target of this effort is the Revolutionary Armed Forces of Colombia (FARC), who challenge that monopoly as well as the very existence of the Colombian state. Meanwhile, U.S. business interests likewise gain from the cocaine trade and seek to maintain a dominant, imperialist relationship with their most important client state in Latin America. Suffering the brutal consequences, as always, are the peasants and workers of Colombia. The Domestic Politics of International Trade considers the issues surrounding intellectual property rights in international trade negotiations in order to examine the challenges posed to domestic policy-makers by the increasingly broad nature of Free Trade Agreements (FTAs). Throughout the book the author demonstrates the importance of domestic politics in understanding the nature and outcome of international negotiations, particularly as they relate to international economic diplomacy. The book looks in detail at the intellectual property negotiations which formed part of the US-Peru and US-Colombia Free Trade Agreements and analyses the extent to which public health authorities and other parties affected by the increased levels of intellectual property protection were integrated into the negotiation process. The book then juxtaposes these findings with an analysis of the domestic origins of US negotiation objectives in the field of intellectual property, paying particular attention to the role of the private sector in the development of these objectives. Based on a substantial amount of empirical research, including approximately 100 interviews with negotiators, capital based policy-makers, private sector representatives, and civil society organisations in Lima, Bogotá and Washington, DC, this book offers a rare account of different stakeholders’ perceptions of the FTA negotiation process. Ultimately, the book succeeds in integrating the study of domestic politics with that of international negotiations.
