Water resource management policies worldwide are at a crossroads. On the one hand, a remarkable consensus on the principles of reform has emerged. On the other hand, it has turned out to be difficult to transfer the principles into reality. This document describes the distinctive experience of water reform in the state of Victoria, Australia, which has been a leader in the field. Water is increasingly recognized as a scarce resource that must be managed more efficiently than in the past. In addition to physical scarcity, the cost of accessing these resources is climbing. This publication explores institutional frameworks in three case studies of long-standing and successful water markets. These cases demonstrate the common features and essential elements of water markets. They also show how to design markets that consider the local institutional, social, and political conditions and how to integrate those markets into existing water resource management arrangements. Recent economic reforms and political changes within Southern Africa have opened up new opportunities for intra-regional agricultural trade and other forms of agribusiness collaboration. This collaboration is vital, given the relatively small size of individual country markets and the fact that no single country in the region has the resources and capacity to mount a sustained drive to achieve international market prominence and competitiveness. This study examines private sector perceptions regarding the agribusiness investment environment and the scope for regional collaboration in Southern Africa. Agricultural water management is a vital practice in ensuring reduction, and environmental protection. This reports on a detailed market study of rural areas in China without access to electricity from the local or national grid.
