For criminal justice practitioners who deal with drugs and crime day in and day out, the reality of the drugs-crime nexus is indisputable. In a manual designed to help police chiefs and sheriffs control drug abuse, the International Association of Chiefs of Police (IACP) stated unequivocally its belief in?a significant though complex? relationship between drug abusers and criminal offenders. Change one group, IACP proposed, and you change the other:?If there is a reduction in the number of people who abuse drugs in your community, there will be a reduction in the commission of certain types of crime in your community.?

To shed light on the recognized link between drugs and crime requires research, and the first step is to specify the reserch topics to be covered. Taking the lead, the National Institute of Justice (NIJ) and the National Institute on Drug Abuse (NIDA) brought together academics and other researchers and asked them to answer three questions: What do we know about drugs and crime, what do we not know, and , most important, what do we need to know? Both agencies see this knowledge not as an end in itself but as a meant to accurately define the problem of drugs and crime and promote future research. The agenda for research ws developed at a forum held in Wash., D.C., in April 2001. This report presents the findings of the Drugs and Crime Research Forum. Figures and tables. This is a print on demand report.

Surveys administered to high school students, studies carried out on jail and prison inmates, and interviews conducted with substance abusers undergoing treatment all point to the same conclusion: drugs and crime are strongly connected. Why they are connected is less well understood, however. Written for middle to upper-level undergraduate courses on drugs and crime or substance abuse and crime, this book examines the drug-crime connection in a systematic and comprehensive way. This book covers the entire drug-crime spectrum, starting with a review of drug and crime terminology, classification and theory, and ending with policy implications for prevention, harm reduction, and macro-level management of the drug-crime problem. The opening chapters discuss drugs and crime separately for the purpose of setting the stage for later discussions on drug-crime relationships. As the book proceeds, the boundaries between drugs and crime blur, thus revealing the complex and intimate relationship that links these two behaviors.
