Asks Knox, when he passes through New York, to bring some business papers relating to Randall's deceased business partner. Discusses his dire financial situation.

Congratulates Knox on the birth of his daughter, which took place on 8 July. Says he might need discounts at the Bank of Philadelphia in the course of his future business. Asks Knox if he will accept my bill on you at forty five or sixty days sight. Explains that the money will be given to Knox in time to pay the bill, and that the bill will be drawn by Mr. McConnell. Says he wants access to an extension of credit to answer Mercantile Speculations, which I apprehend I can make to profit for these few months to come. Postscript says he enclosed letter from Mrs. Randall is for Lucy Knox (not included). Stamped FREE on verso. Knox answers Randall's letter on 21 July 1791 (GLC02437.05077).

Secretary of War Knox thanks Randall for accommodating his repayment schedule. Knox assures Randall he will be punctual as to the payment of the remaining [4000] Dollars on the 25th. Knox says that the non acceptance of the bill on behalf of my brother is a sad affair.

Writes that he got Knox's letter, and that his finances are in order, so Knox does not need to worry about him if he does not get the discount. Randall will be able to pay him back either way. Explains briefly what income he will be receiving and what discounts he might receive, and shows how he and Mr. [Samuel] Shaw will have no trouble raising the money. Suggests he might visit Philadelphia this month. Free stamped on address leaf with no signature.

Apologizes to Knox for not being able to visit him in Philadelphia, Pennsylvania on his way to Baltimore.
