This is the latest volume of Documents on British Policy Overseas and the first in the series to be produced in electronic format, covering the principal themes of: the European Union, transatlantic divisions, war in the Middle East and the diplomacy of the energy crisis. Edited and selected by Foreign and Commonwealth Office historians, it consists of some 568 authentic documents, over fifty of which are not otherwise in the public domain, reproduced in facsimile on two fully-searchable CD-ROMS. These are accompanied by printed text providing an introductory analysis, document summaries and lists of persons and abbreviations. Amongst the issues covered by the volume are: British reactions to Henry Kissinger’s attempt to redefine America’s relations with Western Europe through the launch in 1973 of his ‘Year of Europe’ initiative the determination of Edward Heath’s Conservative government to give priority to building a strong and politically integrated European Union during Britain’s first year as a member of the European Community transatlantic differences over the Middle East and their exacerbation by the outbreak of the fourth Arab-Israeli War the oil crisis of 1973, Anglo-French differences at the Washington Energy Conference of 1974, and British doubts about the future of the European project.

In Euromissiles, Susan Colbourn tells the story of the height of nuclear crisis and the remarkable waning of the fear that gripped the globe. In the Cold War conflict that pitted nuclear superpowers against one another, Europe was the principal battleground. Washington and Moscow had troops on the ground and missiles in the fields of their respective allies, the NATO nations and the states of the Warsaw Pact. Euromissiles—intermediate-range nuclear weapons to be used exclusively in the regional theater of war—highlighted how the peoples of Europe were dangerously placed between hammer and anvil. That made European leaders uncomfortable and pushed fearful masses into the streets demanding peace in their time. At the center of the story is NATO. Colbourn highlights the weakness of the alliance seen by many as the most effective bulwark against Soviet aggression. Divided among themselves and uncertain about the depth of US support, the member states were riven by the missile issue. This edited collection offers a new approach to the study of Italy’s foreign policy from the 1960s to the end of the Cold War, highlighting its complex and sometimes ambiguous goals, due to the intricacies of its internal system and delicate position in the fault line of the East-West and North-South divides. According to received opinion, during the Cold War era Italy was more an object rather than a factor in active foreign policy, limiting itself to paying lip service to the Western alliance and the European integration process, without any pretension to exerting a substantial international influence.
