Coming to terms with the rhetorical arts of antiquity necessarily illuminates our own ideas of public discourse and the habits of speech to which they have led. Tacitus wrote the Dialogus at a time (ca. 100 CE) when intense scrutiny of the history, the definitions, and the immediate relevance of public speech were all being challenged and refashioned by a host of vibrant intellects and ambitious practitioners. This book challenges the notion that Tacitus sought to explain the decline of oratory under the Principate. Rather, from examination of the dynamics of argument in the dialogue and the underlying literary traditions there emerges a sophisticated consideration of eloquentia in the Roman Empire. Tacitus emulates Cicero's legacy and challenges his position at the top of Rome's oratorical canon. He further shows that eloquentia is a means by which to compete with the power of the Principate.

This study examines how Tacitus' representation of speech determines the roles of speakers within the political sphere, and explores the possibility of politically effective speech in the principate. It argues against the traditional scholarly view that Tacitus refuses to offer a positive view of senatorial power in the principate: while senators did experience limitations and changes to what they could achieve in public life, they could aim to create a dimension of political power and efficacy through speeches intended to create and sustain relations which would in turn determine the roles played by both senators or an emperor. Ellen O'Gorman traces Tacitus' own charting of these modes of speech, from flattery and aggression to advice, praise, and censure, and explores how different modes of speech in his histories should be evaluated: not according to how they conform to pre-existing political stances, but as they engender different political worlds in the present and future. The volume goes beyond literary analysis of the texts to create a new framework for studying this essential period in ancient Roman history, much in the same way that Tacitus himself recasts the political authority and presence of senatorial speakers as narrative and historical analysis.

Publius (Gaius/Caius) Cornelius Tacitus (c56-c117) was a senator and a historian of the Roman Empire. The surviving portions of his two major works - the Annals and the Histories - examine the reigns of the Roman Emperors Tiberius, Claudius, Nero and those that reigned in the Year of the Four Emperors. These two works span the history of the Roman Empire from the death of Augustus in 14 AD to the death of emperor Domitian in 96 AD. There are significant lacunae in the surviving texts. Other works by Tacitus discuss oratory (Dialogus de Oratoribus), Germania (De Origine et Situ Germanorum), and biographical notes about his father-in-law Agricola, primarily during his campaign in Britannia (De Vita et Moribus Lulii Agricolae). Tacitus' historiographical style in his major works is annalistic. An author writing in the latter part of the Silver Age of Latin literature, his work is distinguished by a boldness and sharpness of wit, and a compact and sometimes unconventional use of Latin.
