The concept for the Water Environment of Cities arose from a workshop “Green 1 Cities, Blue Waters” workshop held in 2006. The workshop assembled experts from engineering, planning, economics, law, hydrology, aquatic ecology, geom- phology, and other disciplines to present research ?ndings and identify key new ideas on the urban water environment. At a lunch discussion near the end of the workshop, several of us came to the recognition that despite having considerable expertise in a narrow discipline, none of us had a vision of the “urban water en- ronment” as a whole. We were, as in the parable, blind men at opposite ends of the elephant, knowinga great deal about the parts, but notunderstandingthe whole. We quickly recognized the need to develop a book that would integrate this knowledge to create this vision. The goal was to develop a book that could be used to teach a complete, multidisciplinary course, “The Urban Water Environment”, but could also be used as a supplemental text for courses on urban ecosystems, urban design, landscapearchitecture,water policy,waterqualitymanagement andwatershed m- agement. The book is also valuable as a reference source for water professionals stepping outside their arena of disciplinary expertise. The Water Environment of Cities is the ?rst book to use a holistic, interdis- plinary approach to examine the urban water environment. We have attempted to portrayaholisticvisionbuiltaround theconcept of water as a coreelement ofcities. Water has multipleroles:municipalwatersupply,aquatichabitat,landscapeaesth- ics, and recreation. Increasingly, urban water is reused, serving multiple purposes.

Today’s urban water managers are faced with an unprecedented set of issues that call for a different approach to urban water management. These include the urgent changes needed to respond to climate change, population growth, growing resource constraints, and rapidly increasing global urbanization. Not only are these issues difficult to address, but they are facing us in an environment that is increasingly unpredictable and complex. Although innovative, new tools are now available to water professionals to address these challenges, solving the water problems of tomorrow cannot be done by the water professionals alone. Instead, the city of the future, whether in the developed or developing world, must integrate water management planning and operations with other city services to meet the needs of humans and the environment in a dramatically superior manner. Water Sensitive Cities has been developed from selected papers from 2009 Singapore Water Week “Planning for Sustainable Solutions” and also papers taken from other IWA events. It pulls together material that supports the water professionals’ need for useful and up-to-date material. Cities place enormous pressures on freshwater quality and availability because they are often located some distance from the water sources needed by their populations. This fact compels planners to build infrastructure to divert water from increasingly distant outlying rural areas, thus disrupting their social fabric and environment. In addition, increasing urbanization due to population growth, economic change, and sprawl places huge burdens upon the institutions, as well as the infrastructure, that deliver, protect, and treat urban water. This book assesses the challenges facing the world’s cities in providing reliable, safe, and plentiful supplies through infrastructural, economic, legal, and political strategies.

This book discusses the protection, planning, and design of sustainable urban water environments. Against the backdrop of environmental changes, it addresses issues of water resource protection and sustainable development in China and Germany at different stages of urbanization, as well as relevant strategies and lessons learned. It focuses on three topics: balance between water environment protection and utilization in the urbanization process; sustainable use of water resources in the urbanization process; and water-related planning and design strategies in urbanization and local cultural development processes. In the context of water resources, China and Germany can learn from each other’s experiences and can support one another in the fields of urbanization and locality. As such, the book brings together Chinese and Germans scientists from various disciplines, such as planning, geography, landscape, architecture, tourism, ecology, hydraulic engineering and history to provide a multicultural and multidisciplinary perspective on the topic and examine the challenges and opportunities as well as the planning and design strategies to achieve sustainable, water-related urban spaces. By combining theoretical and practical approaches, it appeals to academics and practitioners around the globe.

Taking as his case-study the city of Guayaquil in Ecuador, where 600,000 people lack easy access to potable water, Erik Swyngedouw aims to reconstruct, theoretically and empirically, the political, social, and economic conduits through which water flows, and to identify how power relations infuse the metabolic transformation of water as it becomes urban. These flows of water which are simultaneously physical and social carry in their currents the embodiment of myriad social struggles and conflicts. The excavation of these flows narrates stories about the city's structure and development. Yet these flows also carry the potential for an improved, more just, and more equitable right to the city and its water. The flows of power that are captured by urban water circulation also suggest that the question of urban sustainability is not just about achieving sound ecological and environmental conditions, but first and foremost about a social struggle for access and control; a struggle not just for the right to water, but for the right to the city itself.
