Since the Libya War in 2011 it has been widely suggested that NATO's role in US security policy has diminished, because Washington gives Europe less and Asia more strategic priority (a tendency that is reinforced by budget restraints), and because the US is no longer interested in always leading NATO activities that mainly concern European conditions. Several experts have suggested that the US expect that the European security challenges primarily should be handled by NATO's European allies in a new transatlantic burden sharing model, and that the US role should principally be Article V-focused. This book investigates to what extent these claims are valid, and what consequences they may have for European and international security.

The main objectives of this book are to analyse the risks and dangers NATO faces in the current strategic environment and to discuss how the alliance can readjust to those challenges. How can NATO adapt to the dangerous combination of a revisionist Russia, a reluctant United States, and a Europe in crisis? NATO’s relevance and ability to survive have been challenged many times before, and it has not only survived but also has proven highly adaptable to change. This has been good for Western cohesion and for the consolidation of the liberal-democratic, rules-based world order. The main argument of this book is that NATO can overcome this latest set of challenges as well and retain its central role as a cornerstone of the European and transatlantic security order. NATO is different from other alliances because its members share not only interests but values as well, codified in the preamble of the North Atlantic Treaty as allied support for democracy, individual liberty, and the rule of law. The greatest enemy of the alliance is the forces that challenge the common norms and values of NATO’s member states, and – in a larger perspective – the liberal-democratic, rules-based world order, and Western civilisation itself. The book makes an original contribution to the existing literature on NATO and transatlantic relations and discusses the latest developments within NATO since the Trump administration took office. The book will be of much interest to students of NATO, geopolitics, security studies, and International Relations in general.

How did Poland, Hungary, and the Czech Republic become the newest members of the North Atlantic Treaty Organization? Based on interviews conducted with more than 75 individuals—from Cabinet officials to desk officers—James M. Goldgeier tells the inside story of this controversial Clinton administration initiative. Analyzing the earliest internal deliberations, as well as administration discussions with allies, the Russians, and the United States Senate, Goldgeier demonstrates how a handful of committed policymakers outmaneuvered overwhelming bureaucratic opposition. He shows the role of domestic politics in shaping the evolution of this policy and dissects the national campaign waged by the administration's specially created NATO enlargement ratification office and its outside supporters. Weaving together insights about bureaucratic politics, policy entrepreneurship, and domestic politics, this book provides fresh insights into the American foreign policymaking process.
