Asa Lundgren explores Turkish policy towards northern Iraq from the beginning of the 1990s to the US-led invasion of Iraq in 2003 and draws important conclusions about the relation between nation-building and foreign policy. The author argues that there is a crucial interplay between the protection of state borders, foreign policy practice and the construction of national identity. Turkey's policy towards northern Iraq during the last decade can be described as a balancing act where the integrity of the Turkish-Iraqi border was firmly defended by Ankara, while at the same time it was consistently violated through Turkish military incursions against a perceived Kurdish threat and by the permanent military presence of the Turkish army on Iraqi territory. The author's highly original proposition is that Ankara's policy opposition to all attempts to break up Iraq along ethnic lines was a mirror image of an almost obession-like concern with the unity of the Turkish nation state.

It assesses to what extent the EU has been (and is) consistent in upholding its values in its relations with neighbouring countries, and examines how these values have been received by these countries. Dissident ethnic movements are not only a challenge to the existing hegemonic power, but they also produce an alternative closed society based on different ethnic imagination. Instead of taking the armed PKK movement as a pure resistant, this book approaches contemporary Kurdish nationalism led by the PKK as a counter-hegemonic with a narrative that entails the emergence of a new kind of identity and sense of belonging, through which the PKK has been able to exercise its power. This volume offers a collective assessment of the development and impact of the European Neighbourhood Policy and the Eastern Partnership Initiative on its eastern neighbours - Belarus, Ukraine and Moldova in particular, with Russia’s added perspective. Founded on extensive empirical and conceptual research, the volume uniquely bridges the perspectives of all parties across the EU’s eastern border, in an attempt to understand advantages and problems related to the effective implementation of the EU policies in the eastern region. The undertaken research points to the prevalence of the top-down and conditional governance approach in EU treatment of the outsiders, which is not only Eurocentric and prescriptive in nature, but also falls short of the declared partnership principles. Without the understanding of partners’ internal dilemmas and needs, which could only be achieved through the equivalence and reciprocity of partnership, the EU would struggle to make the policy effective and legitimate in the region, and to buttress its reputation as a ‘credible force for good’ on the international arena.
