Excerpt from The Selective Character of American Secondary Education For two generations the public high school in the United States has grown at such a rapid rate as to give it a unique place in the history of educational institutions. Appearing late in the first quarter of the nineteenth century, it at once entered into a struggle for survival with the dominant secondary school of the time, the private academy. For a half-century the high school maintained itself with more or less success, and was well established by 1870. During the fifty years that have elapsed in the meantime it has expanded in a manner quite without precedent. From 1890 to 1918 the number of high Schools reporting to the Bureau at Washington increased from 2, 526 to the number of pupils in attendance from to and the number of teachers from to At the same time the population of the United States increased from to approximately Thus while the high-school enrolment increased 711 per cent the total population increased but 68 per cent. From year to year this institution has constantly attracted a larger and larger proportion of the children of high-school age in the nation. Excerpt from Changes Needed in American Secondary Education A survey of the programmes of the existing American secondary schools - public, private, and endowed - would show that as a rule they pay little attention to the training of the senses, and provide small opportunities for acquiring any skill of eye, ear, or hand, or any acquaintance with the accurate recording and cautious reason ing which modern science prescribes. To make, or read, a complete survey of these programmes would be a dull and heavy task; but the demonstration needed for the purpose of the present essay can be readily given by analyzing the programmes of a few typical schools and academies. Such an analysis of the programmes and regulations of twelve different schools and one group of kindred schools is given in the Appendix, the general result being that the secondary schools are giving not more than from one tenth to one sixth of their force to observational, sense-training subjects. Any school superintendent, teacher, or committeeman can verify the results of this analysis in any secondary schools with which he is acquainted. There is a stage in. Mental development, above the empirical stage and below the philosophical, which may be called the scientific. The grade of education correspond ing to this intermediate stage may, quite naturally, be called secondary, that below it being called primary, and that above it, higher. The primary or elementary division deals mainly with things in their unessential relationships, their resemblances and differences, their collocation in space, and their orderly arrangement in temporal series. It rises, to be sure, to general ideas, but hardly arrives at logical definition of its ideas. The secondary division deals with [ideas more clearly defined; and it comes to an understand ing of things as organized into coherent systems through the operation of such principles as those of mechanical causation and human imitation.\ These principles have already become familiar, to be sure, in the earlier stage, but not in their larger Significance. Higher education seeks, finally, in the study of philosophy, to attain to a complete comprehension of the world, viewing it in the light of ultimate principles. On individual questions and groups of questions, thoughtful men and women have concentrated their efforts; to combine their contributions to the various phases of the subject under wise editorial control into a consistent whole, to create a thesaurus of sound opinion on what the secondary school has been, is, and should be, seems the only way of reaching an agreement on the rational conduct of our middle schools. The cooperative idea seems peculiarly appropriate to this need of our educational scheme. As for the present treatise, its title speaks for itself. It has been realized by the author that it is wiser to concentrate attention upon some of the problems of the secondary school and indicate their significance rather fully, than to compass all, or even a majority, of the questions that attach themselves to our system of middle schools.
