Who has rights to forests and forest resources? In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance. They also assess opportunities and obstacles associated with government regulations and markets for forest products and the effects across the cases on livelihoods, forest condition and equity. The informal sector is an important source of income for millions of families. It has been estimated that about 60 % of the employed population worldwide are in the informal sector; and specifically, the employment of the informal forestry sector triples the formal one. Multiple countries are taking measures to improve family access to forest resources through sectoral policies, particularly in Latin America. Although there is also pressure through international financing (e.g., REDD+) or trade (e.g., FLEGT) mechanisms, the fact is that there are still no safe and adequate options for those communities that actively participate in informal markets. Understanding adequately the structures and operations of informal markets is a requirement to support and plan the management and conservation of forest resources, as well as to promote the development of local businesses and families involved in them. In this sense, it is not enough to know which species are commercialized and at what prices or in what quantities; it is equally important to know who participates in the u2014commonly complexu2014 commercial chains, how they are organized and how they evolve. This information is not easily accessible and tends to be of low priority for institutions that collect statistical information. The objective of this review was to explore the role of informal markets in the forestry sector, and explain some of the methods used in their research, citing its main advantages and limitations.

"Forest Resource Policy in Latin America" gathers the thinking of a score of experts on sustainable use and management of forests, including incentives for investment. The authors tackle the thorny social issues of property rights, deforestation, and forest management and ownership by indigenous people and take a hard look at the trade and environmental issues in forest production that will affect future directions for sustainable forestry development in Latin America. Some argue that the main opportunity to conserve natural forests lies in recognizing and paying for the environmental services they provide. In addition, compensatory measures such as the establishment and better management of strictly protected areas appear to be the best tools to delay the loss of ecosystems and species. Alternative forest concession policies and trade and environmental issues in forest production are also analyzed.

During the last three decades many countries in the world improved forest tenure by offering greater recognition of indigenous and community rights to manage forests. In many Latin American countries, the community and smallholder forest enterprises are increasing in number, with some developing strong associations and alliances to promote and sustain their growth. Their potential, however, has yet to be fully realized as significant obstacles to their expansion and growth still exist in a number of countries. The publication aims to support forest policy decision makers in understanding the status and dynamics of small scale forest enterprises in Latin America, their needs and challenges in order to help them set up appropriated enabling environment (policy, legal, institutional) that are conducive to scale up the sustainable development of SSFE. This book assembles experiences acquired with sustainable forest and tree resource management partnerships in various Latin American countries. It addresses the question of which conditions are necessary for partnerships to stimulate sustainable, socially just and pro-poor governance of forest resources.

Management decisions on appropriate practices and policies regarding tropical forests often need to be made in spite of innumerable uncertainties and complexities. Among the uncertainties are the lack of formalization of lessons learned regarding the impacts of previous programs and projects. Beyond the challenges of generating the proper information on these impacts, there are other difficulties that relate with how to socialize the information and knowledge gained so that change is transformational and enduring. The main complexities lie in understanding the interactions of social-ecological systems at different scales and how they varied through time in response to policy and other processes. This volume is part of a broad research effort to develop an independent evaluation of certification impacts with stakeholder input, which focuses on FSC certification of natural tropical forests. More specifically, the evaluation program aims at building the evidence base of the empirical biophysical, social, economic, and policy effects that FSC certification of natural forest has had in Brazil as well as in other tropical countries. The contents of this volume highlight the opportunities and constraints that those responsible for managing natural forests for timber production have experienced in their efforts to improve their practices in Brazil. As such, the goal of the studies in this volume is to serve as the foundation to design an impact evaluation framework of the impacts of FSC certification of natural forests in a participatory manner with interested parties, from institutions and organizations, to communities and individuals.
