International trade is a key dimension of the world economy, it is a critical factor in raising living standards, increasing employment, and providing a larger variety of goods to consumers around the world. The services sector plays an important role in ASEAN economies as it accounts for about half of the region’s GDP and more than 45 per cent of its total employment. ASEAN aspires to deepen integration in the services sector in order to enhance the sector’s contribution to economic development and growth in each country. Despite this, services liberalization has progressed slowly compared to goods liberalization both at the multilateral and the regional levels. This report presents an assessment of the links among the Association of Southeast Asian Nations (ASEAN) and the three subregional programs (Greater Mekong Subregion [GMS], Brunei Darussalam–Indonesia–Malaysia–Philippines East ASEAN Growth Area [BIMP-EAGA], Indonesia–Malaysia–Thailand Growth Triangle [IMT-GT], and the ASEAN) and is the first study that explicitly maps and analyzes the strategic program and institutional links among the three subregional programs and ASEAN. The report is based on desk reviews of official documents; national consultations with governments and private stakeholders; consultations with the secretariats of the three programs and ASEAN; commissioned studies by Asian Development Bank and other international organizations; and independent assessments by academics, practitioners, and research institutions by academics, practitioners, and research institutions.

The extension of border controls beyond a country’s territory to regulate the flows of migrants before they arrive has become a popular and highly controversial policy practice. Today, remote control policies are more visible, complex and widespread than ever before, raising various ethical, political and legal issues for the governments promoting them. The book examines the externalization of migration control from an interdisciplinary and comparative perspective, focusing on ‘remote control’ initiatives in Europe and North America, with contributions from the fields of politics, sociology, law, geography, anthropology, and history. This book uses empirically rich analyses and compelling theoretical insights to trace the evolution of ‘remote control’ initiatives and assesses their impact and policy implications. It also explores competing theoretical models that might explain their emergence and diffusion. Individual chapters tackle some of the most puzzling questions underlying remote control policies, such as the reasons why governments adopt these policies and what might be their impact on migrants and other actors involved.

This paper discusses Bangladesh’s Third Review Under the Extended Credit Facility and Request for Modification of Performance Criteria. Political uncertainty and nationwide strikes are taking a toll on economic activity, with private investment most affected. Real GDP growth moderated in FY2013 (July 2012–June 2013) to 6 percent (FY2012: 6.2 percent). Recent data on private credit and tax collections suggest economic activity continues to slow. The program remains on track. All performance criteria at end-June 2013 were met, and all structural benchmarks have been completed. The IMF staff recommends completion of the review and modification of the performance criteria for December 2013.
