This book examines the impact of global human rights norms on the development of women's, children's, and minority rights in Japan since the early 1990s.

In 1915, women from over thirty countries met in The Hague to express opposition to World War I and propose ways to end it. The delegates made three demands: for women to be present at all international peace conferences, a women's-only peace conference to be convened alongside any official negotiations, and the establishment of universal suffrage. While these demands went unmet at the time, contemporary women's groups continue to seek participation in peace negotiations and to have language promoting gender equality inserted into all peace agreements. Between 1975 and 2011 about 40% of all conflicts that produced peace agreements resulted in at least one with references to women. Many of these clauses addressed compensation for wartime gender-based violence and guarantees for women's participation in the post-conflict transitional period. Others included electoral quotas and changes to inheritance legislation. Curiously, the language used to address women is near consistent across these agreements, and that is because it reflects international women's rights norms rather than more local norms. Why is it that though a peace agreement's primary objective is to end conflict, some include potentially controversial provisions about gender that might delay or complicate reaching an agreement? Why do these provisions echo international norms rather than local, cultural ones? And which factors make it more likely that women's rights will appear in peace agreements? Windows of Opportunity answers these questions by examining peace negotiations in Burundi, Macedonia, and Northern Ireland along with 195 peace agreements signed between 1975 and 2011. It looks at the key actors involved in lobbying for women's participation, along with their motivations, objectives, and strategies. It also explores the reasons for similarities among the gender provisions.

This title was first published in 2003. In this collection of essays that explores Western and Chinese perspectives on human rights, leading Canadian and Chinese scholars bridge the global divide on some of the key aspects of human rights. In 1948, the United Nations General Assembly proclaimed the Universal Declaration of Human Rights, stating every human being’s right of equality in dignity and right. However, notwithstanding recognition by the international community of its importance and codification in numerous national and sub-national constitutions and legislation, reinforced by various multilateral and regional human rights treaties, the right of equality continues to be unable to take complete firm hold in all regions and countries. Evidence, as presented by the insightful papers in this collection, published initially as a Special Double Issue of The International Journal of Human Rights dedicated to exploring the place of equality in Asia-Pacific societies, suggests that although progress is being made the right of equality has not yet fully materialized, both in law and in reality, in the world’s most populous region. Many factors, particularly entrenched cultural heritage and practices, the lingering effects of colonialism and newly found independence, and, above all, pervasive ignorance and prejudices, continue to impede the recognition, development and protection of equality in this region. Of course, equality, a normative right and entitlement by virtue of our humanity, has neither been fully achieved in societies outside the region. Such neo-colonial thinking in fact perpetuates and assists in the subjugation of the right of equality in the Asia-Pacific Region as a matter of relevance and concern only to Western countries. Accordingly, we hope that our discussions will also be able to shed light and generate reflections on realities outside the region as interlinked with our aim. The aim of the Handbook is to present readily accessible, but scholarly sources of information about educational research in the Asia-Pacific region. The scale and scope of the Handbook is such that the articles included in it provide substantive contributions to knowledge and understanding of education in the Asia region. In so doing, the articles present the problems and issues facing education in the region and the findings of research conducted within the region that contribute to the resolution of these problems and issues. Moreover, since new problems and issues are constantly arising, the articles in the Handbook also indicate the likely directions of future developments. The different articles within the Handbook seek to conceptualize the problems in each specific content area under review, provide an integration of the research conducted within that area, the theoretical basis of the research the practical implications of the research and the contribution of the research towards the resolution of the problems identified. Thus, the articles do not involve the reporting of newly conducted research, but rather require a synthesis of the research undertaken in a particular area, with reference to the research methods employed and the theoretical frameworks on which the research is based. In general, the articles do not advocate a single point of view, but rather, present alternative points of view and comment on the debate and disagreements associated with the conduct and findings of the research. Furthermore, it should be noted, that the Handbook is not concerned with research methodology, and only considers the methods employed in inquiry in so far as the particular methods of research contribute to the effective investigation of problems and issues that have arisen in the conduct and provision of education at different levels within the region.
