The paper provides an analysis of the mechanisms for foreign exchange allocation used in trade policy reform and an assessment of their effectiveness. The case is strong for avoiding delay in moving to full currency convertibility in dismantling or modifying foreign exchange controls. Movement to a unified free market for exchange would be facilitated by changes in policies and in donor practice, so exchange can be channeled through private sellers.

In 1978, China embarked on a gradual but far-reaching reform of its economic system. This paper focuses on the achievements so far in reforming the financial sector, the legal framework for financial transactions, the payments system, and the monetary policy and foreign exchange system. Historically, most developing nations have employed strict exchange rate controls and heavy protection of domestic industry-policies now thought to be at odds with sustainable and desirable rates of economic growth. By contrast, many East Asian nations maintained exchange rate regimes designed to achieve an attractive climate for exports and an "outer-oriented" development strategy. The result has been rapid and consistent economic growth over the past few decades.
