Excerpt from The Reconstruction of Europe With the reaction particularism, or insistence on the prerogatives of the individual states as opposed to general interests, as was to be expected, again asserted itself in force. Even to refer to a unified Germany was accepted as a proof of an ill-affected mind. In lieu of this the dogma that all German history pointed to the development of the different races was proclaimed in all the dialects of the father land. Even the military convention entered into by some of the minor states with Prussia came to be regarded as a contravention of the constitution of the Confederation. Of all the creations of the revolutionary years, one only was now extant, namely, the so-called national fleet of nineteen small vessels. The Danish war had Shown the necessity for a strong German fleet. But who was to be its owner? After interminable disputes between Prussia, Austria, and the second-rate states, the Confederate diet finally, on April 2, 1852, decreed the dissolution of the German fleet. On the motion of the Oldenburg state-councillor, Hannibal Fischer, the ownerless national navy was brought to the hammer, Prussia becoming the purchaser of its most available vessels. This was the act by which the Con federate diet, amid the derisive laughter of all Germany, celebrated its rehabilitation. Excerpt from The Decadence of Europe: The Paths of Reconstruction This book is primarily an act of moral sincerity. For several years, both in foreign politics and in international relationships, the greatest violence has reigned and the greatest disorder holds sway. The victorious nations are extolling the very thing they once execrated. They are committing acts more cruel and more insane than those which, during the war, they declared to be the object of the enemy. One thing alone is changed: the grasping of monopolies, the acts of violence, the follies and the crimes are being committed in the name of victorious democracy. Meanwhile the whole of Europe is in a state of decadence. It has ceased to be the continent which once controlled the production and the trade of the world it has seen the decline of its vast expansion and the pride of its intellectual life. Excerpt from Labor and Reconstruction in Europe The modern struggle for Democracy began with the demand of the nobles for the right to share with the king the privileges and responsibilities of government. That was followed by the middle or commercial classes insisting upon the same privilege. Later the workers demanded a voice in the affairs of state. By the middle of last century the people of the United States had achieved almost universal manhood suffrage. Since then those intrusted with the affairs of government have been responsible to all of the people for their acts rather than to any one group. But the change came so gradually and with so little of upheaval and conflict that it took the dangers and duties of a great world war to bring home to the masses of the people a full realization that they are the real power and final authority in a Democracy. Excerpt from The Reconstruction of South-Eastern Europe The German militarists, in so far as they have not themselves been deceived, obviously sought to prolong and fortify the power of their caste, to justify their dominion over the obedient masses of the German people; and by adding to Germany some new provinces of the Empire as alsace-lorraine was added some forty-five years ago-they hoped to prolong the influence and the policy of their own party under the pretext that the Fatherland was menaced by the revengefulness of France or some other nation. On the other side, the Allies, at the very outset of the present world-struggle, proclaimed that they were fighting for a high European ideal for the liberties and independence of the small nations in Europe. The long-neglected rights of the smaller and weaker nations were at last to be recognised, and the new Europe was going to be based, not on the temporary equipoise of might, but on the solid and enduring basis of the equality of rights. Excerpt from Collapse and Reconstruction: European Conditions and American Principles I say simultaneous because just as the slowest ship makes the pace of a fleet, so the most back ward nation in the community Of nations makes the pace of civilisation. But even assuming a relatively high degree of civilisation in any one State, the majority may be easily swayed by circumstances, oratory, prejudice, their mental balance disturbed by over-education, the rectitude Of their vision Vitiated by tradition and the different influences which determine the character of groups Of mankind just as they do that of individuals.
