"The Integrationist is an independent policy advocacy and education organization, launched to contribute to the promotion of the work of regional integration in CARICOM. The journal, produced by the organization and bearing the same name, facilitates access to the works and contributions of the Region's leading intellectuals and opinion makers, both within the Caribbean and in the Diaspora. In this edition entitled The Race for Fisheries and Hydrocarbons in the Caribbean Basin, the contributors discuss various aspects of the BarbadosTrinidad and Tobago maritime dispute. In 2004 disputes came to a head between the two countries over access to migrating stocks of fish and potential sources of hydrocarbon resources beneath the seabed and brought to the fore issues of maritime territorial delimitation and a country's sovereign right to exercise exclusive control over the living and non-living resources within its exclusive economic zone (EEZ), including the right to determine the conditions under which a CARICOM member state would be allowed to fish within the EEZ of another member state. The impact on intra-regional activities as well as wider international relations are discussed in this book. "

Foci of publications This publication is intended to be an invaluable tool to the avid researcher on Caribbean regionalism and related subjects. The range of papers presented, probe areas such as the institutional development of one of the most enduring economic integration systems in the international community, the workings of its major institutions and indeed its very survival. The importance of record keeping to the survival of any institution or major grouping is the message that permeates this volume given its role in enabling an understanding of our past and in the holistic development and preservation of the region’s cultural identity.

The relationship between the world’s largest power and the small nations of the Caribbean has been and remains rich and varied. The history of political and security collaboration is long, if not untroubled: the United States is the Caribbean’s predominant trade and investment partner, and U.S. culture is as pervasive in the region as are U.S. goods. At the same time, the proximity, smallness, and economic dependence of these countries have all contributed to a tendency for the United States to seek to dominate the region, often enough by resort to hard power. From the nineteenth century through the Cold War, the United States has resorted to military interventions and coercive diplomacy to ensure that this region, so close to its shores, remains stable and friendly. The Historical Dictionary of United States-Caribbean Relations contains a chronology, an introduction, appendixes, and an extensive bibliography. The dictionary section has over 700 cross-referenced entries on important personalities, politics, economy, foreign relations, religion, and culture.

The present volume represents the first published book on gangs in the Caribbean. The study of criminal gangs is both timely and of the utmost importance to policy and security in the region. In many countries across the Caribbean, criminal gangs are increasing in number and prominence, and official crime data indicate that they are responsible for an increasing proportion of violent crimes. The Caribbean region experienced a dramatic increase in murder rates from 14.3 murders per 100,000 inhabitants in 2000 to 28.1 murders per 100,000 inhabitants in 2010. In some of the countries with comparatively high murder rates, such as Jamaica and Trinidad and Tobago, the proportion of gang-related murders has reached alarming levels. In the case of Trinidad and Tobago, for example, for the period 2001 to 2012, 29.5% of all murders which occurred were classified as gang-related, with fully 38% being so classified in 2012. The Caribbean represents a diverse region with very different cultures and security issues. Foreign experiences and research on gangs may not generalize to the region, nor may foreign policy be entirely relevant. The present volume represents an attempt to come to terms with the phenomenon of gangs in the Caribbean, and presents a wealth of empirical data, as well as an analysis of the varying issues from a number of disciplinary perspectives. Much of what is currently known about gangs in the Caribbean is brought together in this volume, with the primary aims of understanding the varying issues and examining relevant strategies for dealing with the proliferation of criminal gangs.

From its inception, The Integrationist publications have sought to invite regional scholarship, rigorous research and to draw upon the inestimable depth of writings of the regions intellectuals, academics and technical experts on various development perspectives, policy options, analyses and recommendations relative to the Caribbean Communitys integration process and its overall development agenda. In so doing, The Integrationist offers a rich resource and reference point for Caribbean leaders, policymakers and, ultimately, the regional citizenry on integration, on unique problems faced by the region, on current realities and solutions or options from which the region may choose on its path to development.

Africa has experienced a number of territorial disputes over land and maritime boundaries, due in part to its colonial and post-colonial history. This book explores the legal, political, and historical nature of disputes over territory in the African continent, and critiques the content and application of contemporary International law to the resolution of African territorial and border disputes. Drawing on central concepts of public international law such as sovereignty and jurisdiction, and socio-political concepts such as colonialism, ethnicity, nationality and self-determination, this book interrogates the intimate connection that peoples and nations have to territory and the severe disputes these may lead to. Gbenga Oduntan identifies the major principles of law at play in relation to territorial, and boundary disputes, and argues that the predominant use of foreign based adjudicatory mechanisms in attempting to deal with African boundary disputes alienates those institutions and mechanisms from African people and can contribute to the recurrence of conflicts and disputes in and among African territories. He suggests that the understanding and application of multidisciplinary dispute resolution mechanisms and strategies can allow for a more holistic and effective treatment of boundary disputes. As an in depth study into the legal, socio-political and anthropological mechanisms involved in the understanding of territorial boundaries, and a unique synthesis of an African jurisprudence of international boundaries law, this book will be of great use and interest to students, researchers, and practitioners in African and Public International Law, International Relations, and decision-makers in need of better understanding the settlement of disputes over territorial boundaries in both Africa and the wider world.

The security issues which have come into prominence since the September 11 terrorist attack in the USA provide both the starting point and the focus for this comprehensive survey of contemporary security issues in the Caribbean. This volume assesses the impact of the 9/11 terrorist attack on Caribbean states and examines the institutional and operational terrorism response capacity of security agencies in the region. However, understanding security challenge and change in the Caribbean context requires a broad-based multidimensional approach; terrorism for the small, open and vulnerable nation states of the Caribbean region is a real security issue but even more so, is a range of untraditional threats like crime, drug trafficking, territorial disputes, environmental degradation and the rapid spread of the HIV/AIDS epidemic. How these states adapt policies and practices to adjust to the new regional and global circumstances represent the challenge and the change.
