Crowdsourcing is a term that was coined in 2006 to describe how the commercial sector was beginning to outsource problems or tasks to the public through an open call for solutions over the internet or social media. Crowdsourcing works to generate new ideas or develop innovative solutions to problems by drawing on the wisdom of the many rather than the few. US local government experimented with rudimentary crowdsourcing strategies as early as 1989, but in the last few years local, state, and federal government have increasingly turned to crowdsourcing to enhance citizen participation in problem solving, setting priorities, and decision making. While crowdsourcing in the public sector holds much promise and is part of a larger movement toward more citizen participation in democratic government, many challenges, especially legal and ethical issues, need to be addressed to successfully adapt it for use in the public sector. Daren C. Brabham has been at the forefront of the academic study of crowdsourcing. This book includes extensive interviews with public and private sector managers who have used crowdsourcing. Brabham concludes with a list of the top ten best practices for public managers.

Over the past few years, the idea of the "wisdom of crowds" has become commonplace. There is wide recognition of the benefits of harnessing the collective experience, knowledge, perspectives, and resources to produce better products, services, and decisions. While crowdsourcing may seem to be a natural fit for governments, there are few examples of successful public sector use. Where, for example, is the public sector equivalent of Kickstarter that has crowdsourced funding for many start-ups that otherwise might have languished because of lack of support? In this e-Presentation, Paul Dombowsky discusses the principles that underpin crowdsourcing, shares some of Ideavibes public sector successes, and introduces other public sector applications he's working on.

In recent years, crowdfunding has become important and it has been enthusiastically used not only by commercial organizations but also by the public sector. This alternative source of financing in times of constrained government budgets enables citizens to vote with their dollars online to bring ideas into reality. This book sheds light on the developing concept of crowdfunding in the public sector, with an overview of current academic discussions and best practices on crowdfunding in the public sector. The volume approaches crowdfunding in the public sector from an integrated perspective, addressing the dearth of publications on the subject. The book gathers a wealth of theoretical information, ideas, best practices and lessons learned in the context of executing concrete crowdfunding projects, and assess methodological approaches to integrating the topic of crowdfunding in public organizations curricula. The book provides definitions, insights and examples of this managerial perspective resulting in a theoretical framework of crowdfunding in the public sector. The contributors also explore different crowdfunding applications in public sectors such as local government, higher education, schools, arts & culture organizations, healthcare, energy sector, and police services, which are presented in several case studies. This is a unique book in the field that points the way forward both for policymakers and for the research community in terms of thinking about crowdfunding in the public sector and the complex issues surrounding its development.

We quantify the extent to which public-sector employment crowds out private-sector employment using specially assembled datasets for a large cross-section of developing and advanced countries, and discuss the implications for countries in the Middle East, North Africa, Caucasus and Central Asia. These countries simultaneously display high unemployment rates, low private-sector employment rates and high proportions of government-sector employment. Regressions of either private-sector employment rates or unemployment rates on two measures of public-sector employment point to full crowding out. This means that high rates of public employment, which incur substantial fiscal costs, have a large negative impact on private employment rates and do not reduce overall unemployment rates.

As workers in the private sector struggle with stagnant wages, disappearing benefits, and rising retirement ages, unionized public employees retire in their fifties with over $100,000 a year in pension and healthcare benefits. The unions defend tooth and nail the generous compensation packages and extensive job security measures they've won for their members. However, the costs they impose crowd out important government services on which the poor and the middle class rely. Attempts to rein in the unions, as in Wisconsin and New Jersey, have met with massive resistance. Yet as Daniel DiSalvo argues in Government against Itself, public sector unions threaten the integrity of our very democracy. DiSalvo, a third generation union member, sees the value in private sector unions. But in public sector, unions do not face a genuine adversary at the bargaining table. Moreover, the public sector can't go out of business no matter how much union members manage to squeeze out of it. Union members have no incentive to settle for less, and the costs get passed along to the taxpayer. States and municipalities strain under the weight of their pension obligations, and the chasm between well-compensated public sector employees and their beleaguered private sector counterparts widens. Where private sector unions can provide a necessary counterweight to the power of capital, public employee unionism is basically the government bargaining with itself; it's no wonder they almost always win. The left is largely in thrall to the unions, both ideologically and financially; the right would simply take a hatchet to the state itself, eliminating important and valuable government services. Neither side offers a realistic vision of well-run government that spends tax dollars wisely and serves the public well. Moving beyond stale and unproductive partisan divisions, DiSalvo argues that we can build a better, more responsive government that is accountable to taxpayers. But we cannot do it until we challenge the dominance of public sector unions in government. This carefully reasoned analysis of the power of public sector unions is a vital contribution to the controversial debates about public versus private unions, increasing inequality, and the role of government in American life
