Despite the intensity of the national debate concerning control and correctional policies, neither the costs of existing agencies nor of alternative approaches are adequately understood. Accurate figures are not reported to private citizens or public officials, and spending is fragmented among different agencies and governing units. This study presents a comprehensive description and analysis of how much money was actually spent in New York in 1977–1978, at all levels of government, for each of the control systems that incarcerate or supervise criminal offenders/defendants. After a broad overview of criminal justice spending, it details spending for prisons, jails, probation, and parole; evaluates the services provided by these public expenditures; and discusses proposals for alternative penal policies and their fiscal implications. The book concludes with recommendations for improved government cost accounting, as well as suggestions for broader penal reforms. Although restricted to an analysis of New York, the findings and recommendations are broadly relevant to other regions of the country.

This is the first book to provide a comprehensive historical-geographical lens to the development and evolution of correctional institutions as a specific subset of carceral geographies. This book analyzes and critiques global practices of incarceration, regimes of punishment, and their corresponding spaces of "corrections" from the eighteenth to twenty-first centuries. It examines individuals' experiences within various regulatory regimes and spaces of punishment, and offers an interpretation of spaces of incarceration as cultural-historical artifacts. The book also analyzes the spatial-distributional geographies of incarceration, particularly with respect to their historical impact on community political-economic development and local geographies. Contributions within this book examine a range of prison sites and the practices that take place within them to help us understand how regimes of punishment are experienced, and are constructed in different kinds of ways across space and time for very different ends. The overall aim of this book is to help understand the legacies of carceral geographies in the present. The resonances across space and time tell a profound story of social and spatial legacies and, as such, offer important insights into the prison crisis we see in many parts of the world today.

This, the twenty-seventh volume in the annual series of publications by the American Society for Political and Legal Philosophy, features a number of distinguised contributors addressing the topic of criminal justice. Part I considers "The Moral and Metaphysical Sources of the Criminal Law," with contributions by Michael S. Moore, Lawrence Rosen, and Martin Shapiro. The four chapters in Part II all relate, more or less directly, to the issue of retribution, with papers by Hugo Adam Bedau, Michael Davis, Jeffrie G. Murphy, and R. B. Brandt. In the following part, Dennis F. Thompson, Christopher D. Stone, and Susan Wolf deal with the special problem of criminal responsibility in government—one of great importance in modern society. The fourth and final part, echoing the topic of NOMOS XXIV, Ethics, Economics, and the Law, addresses the economic theory of crime. The section includes contributions by Alvin K. Klevorick, Richard A. Posner, Jules L. Coleman, and Stephen J. Schulhofer. A valuable bibiography on criminal justice by Andrew C. Blanar concludes this volume of NOMOS.
