Presenting the first analytical overview of the legal foundations of the EU's Common Security and Defence Policy (CSDP), this book provides a detailed examination of the law and practice of the EU's security policy. The European Union's security and defence policy has long been the focus of political scientists and international relations experts. However, it has more recently become of increasing relevance to lawyers too. Since the early 2000s, the EU has carried out more than two dozen security and defence missions in Europe, Africa, and Asia. The EU institutions are keen to stress the security dimension of other external policies also, such as development cooperation, and the Lisbon Treaty introduces a more detailed set of rules and procedures which govern the CSDP. This book provides a legal analysis of the Union's CSDP by examining the nexus of its substantive, institutional, and economic dimensions. Taking as its starting point the historical development of security and defence in the context of European integration, it outlines the legal framework created by the rules and procedures introduced by the Treaty of Lisbon. It examines the military operations and civilian missions undertaken by the Union, and looks at the policy context within which they are carried out. It analyses the international agreements concluded in this field and explores the links between the CSDP and other external policies of the Union.

This collection of papers examines a variety of areas and issues related to, or raised by, the EU Internal Security Strategy. It covers such matters as critical infrastructure protection and environmental crime, from a range of disciplinary perspectives, including law, geography and politics. The EU Internal Security Strategy is becoming increasingly complex as it develops over time, as it has to operate against the background of growing diversity in law enforcement systems across EU member states. It is clear that the EU Internal Security Strategy is, and will continue to be for a long time, a work in progress, not only in its aim to address traditional transnational security threats, but also in reacting to emerging concerns, either in new crime areas or issues arising from the implementation of earlier phases of the strategy. The book is a timely investigation into the European security policy dynamic from the perspective of actors engaged in the contentious policy process. Instead of looking at security actors in isolation from one another, the book enquires into the practice of the policy process and maps out the constellations of formal and informal actors sponsoring concrete ideas on what European security should be about. The understandings of security shift and advocating a particular reading of security involves entering the political contest with actors advancing different conceptions. The contributors analyse these different modalities, overlapping scenes and shifting meanings that bring about EU security policies. Our case studies illustrate how these processes unfold both at the intra-EU level, where different institutions supply and endorse their security framings, and vis-à-vis the EU and its neighbours. The purpose of the book is to uncover, by pluralistic means, the rules of the game that structure the field of the EU’s security making. That way, rather than impose a rigid theoretical model, the editors structure the inquiry around three concepts: security, politics, and policy. This book provides the first substantial treatment of the maritime foreign and security policies of the European Union. Its findings add to the literature by a comparative, theoretically informed analysis of EU maritime foreign and security policies across five cases: the EU’s Maritime Security Strategy and action plan; the EU’s two naval missions, Atalanta and Sophia; EU Arctic policies, and; EU policies towards the Maritime Labour Convention. Focusing on the aims, actors and mechanisms of integration in these cases, the book speaks to the three main debates in the literature on EU foreign policy, including whether it has a particular normative dimension that makes it different from foreign policy as it is conventionally understood; the extent to which policy-making in the domain has developed beyond intergovernmental cooperation and, interlinked; how EU foreign and security policy integration and its characteristics can be explained. The book examines the evolution of EU conflict prevention as an internal EU process and as an area of external cooperation with the UN, OSCE and NATO. Conflict prevention has emerged as a prominent EU policy in the post-Cold War era. Yet, how suited is the organisation to practice conflict prevention, and what does the record of cooperation with other key European organisations tell us about the EU's external priorities? The book critically analyses the EU's policy and outcomes to date, concluding that conflict prevention is underdeveloped by the EU, and is in danger of being marginalised in favour of shorter-term crisis management. Moreover, EU external cooperation reinforces this: the priority is cooperation in crisis management with the UN and NATO, rather than longer-term cooperation with the OSCE.
