Cultural Genocide and the Protection of Cultural Heritage examines the various lenses through which the international community defines attacks on cultural heritage—legal, accountability, security, counterterrorism, and atrocity prevention—and proposes a sixth, cultural genocide, that can be used to recast the debate over how to best protect the world’s cultural heritage.

This book focuses on the management and conservation of architectural heritage with the aim of increasing awareness about the value of such conservation and of saving what is left of history, which in turn rewards societies by supporting the tourism industry, generating economic return, and preserving communities’ identities. Since it has become an essential need to manage and conserve the architectural heritage in order to protect the identity and heritage of a city, there appeared a gap between the theory and its application. Ever since the signing of the World Heritage Convention 40 years ago and ratified by 33 African countries, to date, only 43 cultural heritage sites have been successfully proclaimed as World Heritage Sites in Africa. These include archaeological and historical sites, religious monuments and cultural landscapes. This book is a re-evaluation of the nomination and management of cultural World Heritage sites in Africa from the late 1970s when the Island of Gorée of Senegal and the Rock-Hewn Churches of Ethiopia were first inscribed on the WHL until today. It considers whether a credible and well balanced WHL has been attained, especially in regards to the nomination of more sites in Africa. The book also examines the roles and contribution of various heritage organizations and African governments to the nomination and management of cultural World Heritage sites in Africa. Lastly, the volume also scrutinizes economic development, which may result from the nomination and successful management of cultural World Heritage sites in Africa.

This book analyzes the cultural heritage sector in the Middle East and North Africa region and the World Bank's policy and operational experiences in this sector over the past six years—1996 to 2001. It also provides a description and an analysis of the experience of the Middle East and North Africa region in supporting patrimony preservation and outlines its strategy and options for future activities in this area. This volume offers operational suggestions for addressing some of the cultural, economic, institutional and financial problems of integrating patrimony management within development frameworks.
