This book brings together scholars from economic and political science to study the interactions within the European Union from a strategic or rational choice perspective. The contributors seek to understand the relationship between member states and competing European institutions. The book focuses on the horizontal checks and balances including the countervailing forces of legislative, regulatory, bureaucratic, and constitutional decision-making. Other examinations analyze the vertical structures, in particular the impact of the federal distributions of power on policy choices.

European legislation affects countless aspects of daily life in modern Europe but just how does the European Union make such significant legislative decisions? How important are the formal decision-making procedures in defining decision outcomes and how important is the bargaining that takes place among the actors involved? Using a combination of detailed evidence and theoretical rigour, this volume addresses these questions and others that are central to understanding how the EU works in practice. It focuses on the practice of day-to-day decision-making in Brussels and the interactions that take place among the Member States in the Council and among the Commission, the Council and the European Parliament. A unique data set of actual Commission proposals are examined against which the authors develop, apply and test a range of explanatory models of decision-making, exemplifying how to study decision-making in other political systems using advanced theoretical tools and appropriate research design.

The European Parliament in the Contested Union provides a systematic assessment of the real influence of the European Parliament (EP) in policy-making. Ten years after the coming into force of the Treaty of Lisbon, which significantly empowered Europe’s only directly elected institution, the contributions collected in this volume analyse whether, and under what conditions, the EP has been able to use its new powers and shape decisions. Going beyond formal or normative descriptions of the EP’s powers, this book provides an up-to-date and timely empirical assessment of the role of the EP in the European Union, focusing on key cases such as the reforms of the EU’s economic governance and asylum policy, the Brexit negotiations and the budget. The book challenges and qualifies the conventional view that the EP has become more influential after Lisbon. It shows that the influence of the EP is conditional on the salience of the negotiated policy for the Member States. When EU legislation touches upon ‘core state powers’, as well as when national financial resources are at stake, the role of the EP – notwithstanding its formal powers – is more constrained and its influence more limited. This book provides fresh light on the impact of the EP and its role in a more contested and politicised European Union. Why does the EU deal with some issues but not others? This is the central question of this book dedicated to agenda-setting processes in the EU. Through a comparison of EU and US policy agendas and the analysis of four case studies in environmental and health policy, this book offers a new understanding of how policy issues come onto the EU agenda.

The European Commission is at the center of the European Union's political system. Within its five-year terms each Commission proposes up to 2000 binding legal acts and therefore crucially shapes EU policy, which in turn impacts on the daily lives of more than 500 million European citizens. However, despite the Commissions key role in setting the agenda for European decision making, little is known about its internal dynamics when preparing legislation. This book provides a problem-driven, theoretically-founded, and empirically rich treatment of the so far still understudied process of position-formation inside the European Commission. It reveals that various internal political positions prevail and that the role of power and conflict inside the European Commission is essential to understanding its policy proposals. Opening the 'black box' of the Commission, the book identifies three ideal types of internal position-formation. The Commission is motivated by technocratic problem-solving, by competence-seeking utility maximization or ideologically-motivated policyseeking. Specifying conditions that favor one logic over the others, the typology furthers understanding of how the EU system functions and provides novel explanations of EU policies with substantial societal implications.
