This study aims to assess the potential for the introduction of agricultural insurance services in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the Philippines, with a view to fostering smallholders’ resilience against extreme natural events, such as floods, droughts and hurricanes, and promote their capacity to recover from such shocks. The study focuses on analysing and showcasing the opportunities and benefits associated with the introduction of tailored disaster risk insurance protection for small-scale farmers in BARMM; the core roadblocks and constraints that limit the diffusion of such services in the region’s agriculture sector; and options for the implementation of agri-insurance coverage based on different scenarios of collaboration involving public, private and non-profit stakeholders active in the region. The study was conceived as a general reference document and starting point for all types of stakeholders – government authorities, development agencies, financial institutions and non-governmental organizations – interested in designing and promoting agricultural insurance services for vulnerable actors in the Bangsamoro region.

Governments in developing countries have been increasingly involved in the support of agricultural (crop and livestock) insurance programs in recent years. In their attempts to design and implement agricultural insurance, they have sought technical and financial assistance from the international community and particularly from the World Bank. One of the recurrent requests from governments regards international experience with agricultural insurance, not only in developed countries, where in some cases agricultural insurance has been offered for more than a century, but also in middleand low-income countries. Governments are particularly interested in the technical, operational, financial, and institutional aspects of public support to agricultural insurance. 'Government Support to Agricultural Insurance' informs public and private decision makers involved in agricultural insurance about recent developments, with a particular focus on middle- and low-income countries. It presents an updated picture of the spectrum of institutional frameworks and experiences with agricultural insurance, ranging from countries in which the public sector provides no support to those in which governments heavily subsidize agricultural insurance. This analysis is based on a survey conducted by the World Bank s agricultural insurance team in 2008 in 65 developed and developing countries. Drawing on the survey results, the book identifies some key roles governments can play to support the development of sustainable, affordable, and cost-effective agricultural insurance programs.

The Philippine economy has grown rapidly since 2010, but despite this growth, poverty and inequality remain high. Two-thirds of the poor live in rural areas, and the weak performance of the agriculture sector has contributed to the slow improvement in livelihoods. The challenge for agriculture will further increase, with climate change posing a growing threat to the sector. But agricultural transformation to spur sustained growth and reduce poverty is still possible under climate change with aggressive institutional reforms and implementation of the right mix of policies and programmes. The identification of the suitable policy and programme combination requires an accurate assessment of the key drivers of agricultural growth and food security; the impacts of climate change on agriculture and the overall economy; and the effectiveness of policies for adaptation and growth. This book addresses these big issues, focusing on enhancing the adaptation capacity of the Philippine agriculture sector. It is designed to provide a much-needed base of knowledge and menu of policy options to support decision- and policymaking on agriculture, climate change, and food security. Agricultural mechanization in Africa south of the Sahara — especially for small farms and businesses — requires a new paradigm to meet the needs of the continent’s evolving farming systems. Can Asia, with its recent success in adopting mechanization, offer a model for Africa? An Evolving Paradigm of Agricultural Mechanization Development analyzes the experiences of eight Asian and five African countries. The authors explore crucial government roles in boosting and supporting mechanization, from import policies to promotion policies to public good policies. Potential approaches presented to facilitating mechanization in Africa include prioritizing market-led hiring services, eliminating distortions, and developing appropriate technologies for the African context. The role of agricultural mechanization within overall agricultural and rural transformation strategies in Africa is also discussed. The book’s recommendations and insights should be useful to national policymakers and the development community, who can adapt this knowledge to local contexts and use it as a foundation for further research.

This report analyses Philippine agricultural policy. Agriculture provides 30% of total employment in the Philippines and represents 11% of its Gross Domestic Product. The Philippines has had notable recent overall economic success, yet improving agricultural performance remains challenging.

Research Reports The publications in this series cover a wide range of subjects—from computer modelling to experience with water user associations—and vary in content from directly applicable research to more basic studies, on which applied for work ultimately depends.
