Excerpt from The Postal Reorganization Act Twenty-Five Years Later: Time for Change?: Hearing Before the Subcommittee on the Postal Service of the Committee on Government Reform and Oversight, House of Representatives, One Hundred Fourth Congress, First Session on H. R. 210; November 15, 1995 Despite uneven financial performances over the course of the last 25 years, the Service has not sought from Congress an operational appropriation since 1982, and no longer is Congress involved in day-to-day operations of the Service, since it established it as an independent agency, charged with overseeing its own operational activities. But despite these successes, future concerns regarding the viability of the Postal Service remain. These hearings will explore those concerns with an eye toward reform initiatives which will respect the public service mandate of the Postal Service, yet improve its operating efficiencies. These mandates often find themselves in con ict and our inquiry will probe these sensitive issues in exploring Government's proper role in the facilitation of universal mail service.
