Over the last several years, the debate about publics seems to have newly emerged. This debate critically reflects the Habermasian ideal of a (national) public sphere in a transnational context. However, it seems that the issue of a reconstruction of a global public sphere is more complex. In this brilliant and provocative book, Ingrid Volkmer argues that a reflective approach of globalization is required in order to identify and deconstruct key strata of deliberate public discourse in supra- and subnational societal formations. This construction helps to understand the new processes of legitimacy at the beginning of the 21st century in which the traditional conception of a ‘public’ and its role as a legitimizing force are being challenged and transformed. The book unfolds this key phenomenon of global deliberate interconnectedness as a discursive and negotiated dimension within ‘reflective’ globalization, i.e. continuously constituting, maintaining and refining the ‘life’ of the global public and conceptualizes a global public sphere. Historically, social researchers have shown a willingness to exploit new technologies to enhance, facilitate and support their various activities. However, arguably no other technological development has influenced the landscape of social research as rapidly and fundamentally as the Internet. This collection avoids both uncritical embrace and wholesale dismissal by considering some of the key literature in the field of Internet research methods. This book revisits the discourse theories of Habermas and Foucault in a Chinese context. After arguing that Habermas’s Discourse Theory of Law and Democracy is too normative and idealistic, it presents Foucault’s Discourse Theory of Power Relations to illustrate the tensions between different Western discourse theories. The book then draws on the normative concept of Confucian Rationality from traditional Chinese cultural sources in order to investigate how adaptable these two discourse theories are to the Chinese society, and to balance the tension between them. Presenting these three dimensions of discourse theory, as well as the relations between them, it also uses empirical descriptions of certain facts of political-legal discussion both in traditional China and in the country’s new media age to explain, supplement and question this theoretic framework. The book asserts that, because of the diverse modes of thinking in specific cultures, there might be different normative paradigms of discorse and different political-legal discussion modes across corresponding cultural contexts. Normative discourse theories provide guidance for the practices of deliberative democracy and legal discussions, which can in turn verify, supplement, improve and challenge the normative discourse theories. In addition to demonstrating the multiple dimensions of discourse theories, this research also promotes an approach to the Discourse Theory of Law and Democracy that combines elements of both Chinese and modern society.

A few years ago globalism seemed to be both a known and inexorable phenomenon. With the end of the Cold War, the opening of the Chinese economy, and the ascendancy of digital technology, the prospect of a unified flow of goods and services and of people and ideas seemed unstoppable. Political theorists such as Francis Fukuyama proclaimed that we had reached "the end of history." Yes, there were pockets of resistance and reaction, but these, we were told, would be swept away in a relentless tide of free markets and global integration that would bring Hollywood, digital finance, and fast food to all. Religious fundamentalism, nationalism, and traditional sexual identities would melt away before the forces of "modernity" and empire. A relentless, technocratic rationality would sweep all in its wake, bringing a neoliberal utopia of free markets, free speech, and increasing productivity. Nonetheless, as we have begun to experience the backlash against a global world founded on digital fungibility, the perils of appeals to nationalism, identity, and authenticity have become only too apparent. The collapse of Soviet Communism left an ideological vacuum that offered no recognized place from which to oppose global capitalism. What is the alternative? The anxieties and resentments produced by this new world order among those left behind are often manifested in assertions of xenophobia and particularity. This is what it supposedly means to be really American, truly Muslim, properly Chinese. The "other" is coming to take what is ours, and we must "defend" ourselves. Digitalizing the Global Text is a collection of essays by an international group of scholars situated squarely at this nexus of forces.
