It examines the difficulties which the major political parties have encountered in dealing with 'the English question' against the backdrop of the diminishing hold of established ideas of British government and national identity in the final years of the last century. And it explores a range of factors—including insecurities generated by economic change, Euroscepticism, and a growing sense of cultural anxiety — which helped make the renewal of Englishness appealing and imperative, prior to the introduction of devolution by the first Blair government, a policy which also gave this process a further impetus. The book therefore provides a powerful challenge to the two established orthodoxies in this area. These either maintain that the English are dispositionally unable to assert their own nationhood outside the framework of the British state, or point to the supposed resurgence of a resentful and reactive sense of English nationalism. This volume instead demonstrates that a renewed, resonant and internally divided sense of English nationhood is apparent across the lines of class, geography, age, and ethnicity. And it identifies several distinct strands of national identity that have emerged in this period, contrasting the appearance of populist and resentful forms of English nationalism with an embedded and deeply rooted sense of conservative Englishness and attempts to reconstruct a more liberal and civic idea of a multicultural England. This volume also includes a wide-ranging analysis of the culturally rooted revival of Englishness, drawing out the political dimensions and implications of this re-emerging form of national consciousness.

Based on fine-grained ethnographic research in an English city, this book offers a highly original perspective on England’s contemporary political predicament. It argues that some of the most influential academic accounts of the country's current political situation, particularly those focusing on culture or racism, have neglected the key role of nationalism as an often unspoken, banal political principle and framing ideology. Suggesting that economic inequalities remain the key causal ingredient of English political life and, crucially, that these are being interpreted by individuals in relation to a nationalist/cosmopolitan ideological axis, the author argues that any effective, progressive political future will require a reinvigorated sense of political community. Englishness is an idea, a consciousness and a proto-nationalism. There is no English state within the United Kingdom, no English passport, Parliament or currency, nor any immediate prospect of any. That does not mean that England lacks an identity, although English nationalism, or at least a distinctive nationalism, has been partly forced upon the English by the development in the British Isles of strident nationalisms that have contested Britishness, and with much success. So what is happening to the United Kingdom, and, within that, to England? Jeremy Black looks to the past in order to understand the historical identity of England, and what it means for English nationalism today, in a post-Brexit world. The extent to which English nationalism has a "deep history" is a matter of controversy, although he seeks to demonstrate that it exists, from 'the Old English State' onwards, predating the Norman invasion. He also questions whether the standard modern critique of politically partisan, or un-British, Englishness as "extreme" is merited? Indeed, is hostility to "England," whatever that is supposed to mean, the principal driver of resurgent English nationalism? The Brexit referendum of 2016 appeared to have cancelled out Scottish and other nationalisms as an issue, but, in practice, it made Englishness a topic of particular interest and urgency, as set out in this short history of its origins and evolution.
