The Politics of Distributing Social Transfers in Sub-Saharan Africa and South Asia provides a systematic analysis of the political processes shaping the distribution of social transfers in six countries in Sub-Saharan Africa and South Asia. In doing so, the book addresses a notable gap in recent research on social protection concerning the politics of implementation. While considerable attention has been devoted to debating the merits of different policy designs and the political factors shaping the adoption and diffusion of different policy models, ultimately the ability of any social transfer programme to deliver on its promises is dependent on the effective implementation and distribution of social transfers in line with intended objectives. The chapters in this book examine international and sub-national variation in programme implementation in Bangladesh, Ethiopia, Ghana, Kenya, Nepal, and Rwanda, drawing on a common analytical framework that highlights the importance of state capacity and reach, rooted in histories of state formation, and contemporary political competition in shaping the distribution of social transfers. Comparative analysis of the case studies supports the view that variation in the capacity and reach of the state within countries is a centrally important factor shaping the effectiveness and impartiality of distribution. Yet state capacity alone is insufficient. Rather political competition and power relations shape how this capacity is actually deployed in practice. As such, the book underscores the inherently political nature of implementation and questions common technocratic efforts to improve implementation by de-politicizing the social protection policy process.

This book provides a systematic analysis of the political processes shaping the distribution of social transfers in six countries in Sub-Saharan Africa and South Asia.

Cash transfers have become a key social protection tool in developing countries and have expanded dramatically in the last two decades. However, the impacts of cash transfers programmes, especially in Sub-Saharan Africa, have not been substantially documented. This book presents a detailed overview of the impact evaluations of these programmes, carried out by the Transfer Project and FAO’s From Protection to Production project. The 14 chapters include a review of eight country case studies: Kenya, Ghana, Ethiopia, Zambia, Zimbabwe, Lesotho, Malawi, South Africa, as well as a description of the innovative research methodologies, political economy issues and good practices to design cash transfer programmes. The key objective of the book is to enhance the understanding of these development programmes, how they lead to a broad range of social and productive impacts and also of the role of programme evaluation in the process of developing policies and implementing programmes.

The Cash Dividend: The Rise of Cash Transfer Programs in Sub-Saharan Africa assimilates results of a thorough review of the recent use of cash transfer programs in Sub-Saharan Africa. Drawing from sources including program documentation, policy papers, peer-reviewed publications, and interviews, it paints a picture of the evolution and current state of cash transfers, which include unconditional and conditional cash transfers and emergency- and development-focused transfers. It presents analysis from data collected and describes broad trends in design features and implementation, including objectives, targeting, benefits, payment mechanisms, conditions, monitoring, evaluation, institutional location, program costs, and more. It also addresses political economy issues relevant to cash transfer programs, discusses the challenges to implementing cash transfer programs in Sub-Saharan Africa, and highlights lessons learned from existing African cash transfer programs. The comprehensive nature of the review, and its thorough analysis of previously unassimilated data, fills a gap in knowledge related to cash transfer programs in the region. The book is expected to benefit the donor community and domestic policymakers involved in cash transfers in Sub-Saharan Africa, guiding both program design and future research. It will help shift the debate on cash transfers in Africa from whether they are possible to how they can best be implemented.
