This book examines the defence and security challenges facing the new South Africa in the context of development and nation-building priorities. The transformation of security policy during the transition from apartheid and since the April 1994 elections is examined. Challenges facing the defence force and the police service are examined and the relationships between defence, development and domestic and external security are explored in an integrated way which points to a policy framework for security in the developing world.

Each country in southern Africa has a unique history but in all of them socio-economic inequalities and high poverty levels weaken the governments’ legitimacy and represent a challenge to models of economic development. One key issue appears to be the solution of the land question. This vital concern affects both citizenship and democracy in the political systems of the region, yet no government has shown the capacity or commitment to solve it. What are the prospects and means of achieving development through a democratic politics of socio-economic rights? Starting from the position that socio-economic rights are as legally and normatively valid as civil and political rights, this anthology explores the politics of acquiring and transforming socio-economic rights in South Africa. The post-apartheid South African experience shows that democracy is not a guarantee for elimination of poverty and inequality, but also that democratic institutions and politics may provide means for addressing past and present injustices. Thus it is argued that democratic politics of socio-economic rights democratises development while also developing democracy.

Exploring the formation, evolution and effectiveness of the regional security arrangements of the Southern African Development Community (SADC), Nathan examines a number of vital and troubling questions: ∗ why has SADC struggled to establish a viable security regime? ∗ why has it been unable to engage in successful peacemaking?, and ∗ why has it defied the optimistic prognosis in the early 1990s that it would build a security community in Southern Africa?
