There were many forces and factors at work dur ing this time which had some bearing and influence on the shaping of his policy. Russia and Great Britain were rivals in Persia, both commercially and politically, and the rivalry had become very bitter at the time Sir Edward Grey became foreign minister. The most im portant of the events, which brought about the strained relations between these two nations in Persian affairs, may be summarized quite briefly.
